بازنگری در هزینه و مسئولیت رهبری (بررسی موردی رویکرد انتقادی دونالد ترامپ به ناتو)

در شرایطی که متاثر از فروپاشی سیستم بین ‏‏المللی برتون وودز، عده ‏ای از محققان روابط بین ‏الملل، موافق و عده ‎‏ای دیگر مخالف ایدۀ تضعیف نقش رهبری آمریکا از اوایل دهۀ 1970 هستند، یکی از ملاک ‏‏های اصلی بررسی انگاره افول، گرایش به یکجانبه‏‎ گرایی در سیاست خارجی آمریکا به‌ویژه در تعریف مناسبات واشنگتن با نهادها/ رژیم‌های بین ‏‏المللی و نیز هم‏‌پیمانان خود است. در این میان، رویکرد خاص دولت دونالد ترامپ به رژیم‏ ها و سازوکارهای نهادهای بین‏‎ المللی پس از جنگ جهانی دوم، حاکی از تشدید محسوس روند تجدیدنظرطلبی ایالات متحده در پذیرش ادامه مسئولیت‏ های بین‏ المللی درنقش رهبری جهان است. در این راستا، رویکرد هزینه فایدۀ دونالد ترامپ (2016-2020) به بازتعریف مناسبات با سازمان‏ های بین ‏المللی و منطقه‎ ای از جمله «ناتو»، در جایگاه اصلی‏‏ ترین، منسجم ‏‏ترین و گسترده ‎‏ترین رژیم امنیتی بین ‏المللی غرب طی هفتاد سال گذشته و ترجیح آشکار منافع ملی آمریکا بر نقش حمایتی از این سازمان، نوعی سنت ‏‎شکنی دولت وی در تعریف مناسبات امنیتی واشنگتن در دو سوی آتلانتیک به شمار می‏ رفت. پرسش اصلی مقاله آن است که ریشۀ رویکرد انتقادی ترامپ به امنیت هم‌‌پیمانان اروپایی ناتو چه بود و چگونه می ‏توان این رویکرد را به‌مثابه یکی از نشانه‏‏ های اصلی تضعیف نقش رهبری ایالات متحده آمریکا، قلمداد کرد؟ فرضیۀ اصلی آن است که سرباز زدن ترامپ از فراهم‏‌سازی امنیتِ کم ‏هزینه، به‌عنوان یک کالای عمومی بین ‏المللی، برای متحدان ناتو، یکی از اصلی ‏‏ترین ملاک‏‌های افول نقش رهبری آمریکا درخور تحلیل بوده است.

Reviewing the Expenses and Responsibilities of leadership (Case Study: Donald Trump’s Critical Approach to NATO)

While some international relations scholars agree and some other disagree with the idea of a decline or weakening in US leadership since the early 1970s (specially affected by the collapse of the Bretton Woods International System), one of the main criteria to examin the notion of a decline in US leadership role is unilateralism in American foreign policy in defining Washington’s relations with international institutions, as well as its allies. Meanwhile, Donald Trump’s specific approach to postWorld War II regimes and international institutions/regimes indicates a marked intensification of the US reconsideration of accepting continued international responsibilities as a world power and global leader. In this regard, Trump’s cost/benefit approach (20162020) to USA  relations with some international and regional organizations, such as NATO (as the main and most extensive and effective international security regime in the West for the past 70 years)  is considered as the apparent and obvious preference of US national interests over the supportive role of this organization and a kind of breaking tradition of his government’s defining US security  relations  and its national interest on both sides of the Atlantic. The current study aims to find both the roots and causes of Trump’s critical approach to the security of NATO’s European allies and the way this approach could be seen as a sign of declining or weakening US world leadership. Trump’s refusal to provide lowcost security for NATO allies was considered as one of the main criteria for the decline of the US leadership role.
