فرصت‌های انقلاب شیل برای مجموعۀ امنیتی منطقه‌ای انرژی اتحادیۀ اروپایی

گسترش و اقتصادی‌شدن استفاده از فناوری استحصال از منابع نامتعارف انرژی یا به‌عبارتی انقلاب شیل ظرفیتی جدید در عرصۀ بین‌المللی است که می‌تواند وضعیت فعلی روابط اقتصادی و امنیت انرژی در جهان را دست‌خوش تغییر سازد. این تحول جدید فرصت‌هایی را پیش‌روی اتحادیۀ اروپایی برای تقویت امنیت انرژی خود قرار داده است. این مقاله با هدف شناسایی فرصت‌های مترتب بر انقلاب شیل برای اتحادیۀ اروپایی و هم‌چنین ارزیابی ظرفیت‌های اتحادیه برای بهره‌‌برداری از این فرصت‌ها نگاشته شده است. سوال اصلی آن است که انقلاب شیل چه فرصت‌هایی را برای تقویت امنیت انرژی اتحادیۀ اروپایی فراهم می‌آورد. فرضیۀ این پژوهش آن است که استفاده از منابع شیل از امکان امنیتی‌شدن انرژی در درون مجموعۀ امنیتی منطقه‌ای انرژی اتحادیۀ اروپایی می‌کاهد. با بهره‌گیری از روش توصیفی‌ ‌ تحلیلی این نتیجه حاصل شد که بهره‌برداری از ذخایر شیل در داخل اتحادیۀ اروپایی حداقل در کوتاه‌مدت امکان‌پذیر نیست. اما بهره‌گیری از منافع تولید شیل در سایر کشورها، از طریق ایجاد تنوع در مبادی و منابع انرژی وارداتی، از امکان امنیتی‌شدن انرژی در درون مجموعۀ امنیتی منطقه‌ای انرژی اتحادیۀ اروپایی می‌کاهد و نیز از طریق ایجاد ثبات در قیمت جهانی به‌واسطۀ افزایش عرضه امنیت انرژی و اقتصادی اتحادیه را تقویت می‌کند.

Opportunities of the Shale Revolution for the European Union’s Regional Energy Security Complex

Developing and economizing the unconventional energy resources extraction or, in other words, the Shale Revolution, is a new global capacity that could change the current situation of economic relations and security of energy in the world. This new development has created opportunities for the European Union to strengthen its energy security. This article aims to identify opportunities associated with the Shale Revolution for the EU and evaluate the EU’s capacity to exploit these opportunities. The main question is, what opportunities does the Shale Revolution provide for enhancing the energy security of the European Union? This study hypothesizes that exploiting of Shale resources reduces the possibility of securitization of energy within the EU’s regional energy security complex. By using the descriptiveanalytical approach, it was concluded that the extraction of Shale resources would not be possible at least in the short time within the EU. However, using the benefits of Shale extraction in other states, by diversifying imported energy sources and suppliers, reduces the possibility of securitization of energy within the EU’s regional energy security complex, and by stabilizing global energy prices due to the increment of supply, could further strengthen the EU’s energy and economic security.
