سنجش میزان رضایتمندی شهروندان از عملکرد اجرایی و خدماتی شهرداری (نمونه مورد مطالعه: شهرداری شهر نورآباد)

سنجش میزان رضایتمندی شهروندان از مدیریت شهری یکی از مهم‌ترین عوامل تعیین‌کننده کیفیت و چگونگی عملکرد ارائه‌کنندگان خدمات شهری است؛ احساس رضایت از خدمات شهری باعث افزایش حس مشارکت، رضایت عمومی و افزایش کیفیت زندگی شهری می‌شود. هدف پژوهش حاضر بررسی عملکرد خدماتی - اجرایی شهرداری، در شهر نورآباد می‌باشد روش تحقیق توصیفی – تحلیلی و از نوع کاربردی است. شاخص‌ها و نماگرهای مورد استفاده در حوزه‌های کارکردی شهرداری با استفاده از پیشینه تحقیق و ادبیات نظری شناسایی و تعریف عملیاتی گردید. تجزیه‌وتحلیل اطلاعات، در دو سطح آمار توصیفی و استنباطی و به‌ وسیله نرم‌افزارهای spss26 و amos24 مورد واکاوی قرار گرفت. نتایج آزمون t تک نمونه‌ای تحقیق نشان داد که میزان رضایتمندی شهروندان از شهرداری شهر نورآباد با میانگین 2.78 کمتر از حد متوسط است. همچنین نتایج مدل ساختاری مرتبه دوم پژوهش نشان می‌دهد دست‌یابی به افزایش رضایتمندی در شهرداری نورآباد با بهبود شاخص‌های اثرگذار در پنج بعُد اوقات فراغت، رفاهی، سلامت و محیط‌زیست، فرهنگی و اجتماعی، فنی و عمرانی با وزن‌های کوواریانسی 0.62، 0.51، 0.45، 0.39 و 0.38 امکان‌پذیر است. در نهایت مشخص شد که هریک از مولفه‌های توزیع عادلانه خدمات و امکانات، عذرخواهی و اعتراف مسئولین نسبت به اشتباهات خود، کارایی طرح‌های و پروژه‌های شهری، میزان تخصص و مهارت کارمندان، جلسه پرسش و پاسخ با مردم و داشتن نوآوری و ایده‌های خلاقانه در شهر با بارهای عاملی 0.32، 0.26، 0.26، 0.23، 0.22 و 0.17 بر کیفیت خدماتی و اجرایی شهرداری شهر نورآباد تاثیر گذارند.

measuring the level of satisfaction of citizens with the executive and service performance of the municipality (study example: noorabad city municipality)

measuring citizens’ satisfaction with urban management is one of the most important factors determining the quality and performance of urban service providers; feeling satisfied with urban services increases the sense of participation, public satisfaction and increases the quality of urban life. the purpose of the current research is to investigate the service-executive performance of the municipality in noorabad city. the research method is descriptive-analytical and of an applied type. the indicators and indexes used in the functional areas of the municipality were identified and operationally defined using the research background and theoretical literature. data analysis was analyzed at two levels of descriptive and inferential statistics using spss26 and amos24 software. the results of the one-sample t-test of the research showed that the level of satisfaction of the citizens with the municipality of noorabad city is lower than the average with an average of 2.78. also, the results of the second-order structural model of the research show that satisfaction has been achieved in noorabad municipality by improving the effective indicators in the five dimensions of leisure, well-being, health and environment, cultural and social, technical and construction with covariance weights of 0.62, 0.51, 0.45, 0.39 and 0.38 are possible. finally, it was found that each of the components of fair distribution of services and facilities, apology and admission of officials for their mistakes, efficiency of city plans and projects, level of expertise and skill of employees, question and answer session with people and having innovation and creative ideas in the city with factor loads of 0.32, 0.26, 0.26, 0.23, 0.22 and 0.17 affect the quality of service and execution of noorabad city municipality.
