تکنودموکراسی الیتی؛ الگوی بهینه توسعه برای شهرستان ممسنی

توسعه به معنای دگردیسی ذهنی (در ساختار فرهنگی و اجتماعی)، تحول عینی (در ساختار جغرافیای اقتصادی) و تسریع فضای ارتباطات مجازی (در ساختار فرهنگ سیاسی) با عنایت به ملاحظات محیط‌ زیست (پایداری آینده بشریت) و بهزیستی (رفاه انسانی) است. با توجه به اینکه بکارگیری الگوهای مختلف توسعه می‌تواند خروجی‌های متفاوتی برای یک قلمرو به همراه داشته باشد، پرسش اصلی پژوهش این است که مهم‌ترین آسیب‌های ناشی از الگوهای پیشنهادی توسعه در شهرستان ممسنی چیست و کدام یک از الگوهای اخیر می‌توانند به الگوی بهینه توسعه در این شهرستان منجر شوند؟ روش تحقیق ماهیت توصیفی تحلیلی دارد. ابزار گردآوری اطلاعات مبتنی بر منابع کتابخانه‌ای و مشاهدات میدانی است. نتایج تحقیق نشان داد شش الگوی پیشنهادی توسعه در شهرستان ممسنی قابل شناسایی و آسیب‌شناسی هستند. الگوی بوروکراتیک مبتنی بر دیوانسالاری طایفه‌ای، الگوی کاریزماتیک مبتنی بر عواطف عشیره‌ای و الگوی نوسازی آمرانه مبتنی بر دگرگونی‌های کالبدیِ کوتاه‌مدت توام با نادیده انگاشتن شاخص‌های مدنی هستند. لذا، خروجی سه الگوی اخیر نمی‌تواند ارائه الگوی بهینه توسعه ممسنی باشد. با وجود این، الگوهای تکنوکراسی، دموکراسی و اِلیت علی‌رغم برخورداری از آسیب‌های مختص به خود، به ترتیب با تامین منافع اقتصادی/فنی بلندمدت، تاکید بر فاکتورهای سیاسی، اجتماعی، مدنی، شهروندی؛ و تخصص‌گرایی نخبگان در امور، بهتر می‌توانند الگوی بهینه توسعه ممسنی را تحت‌عنوان «تکنودموکراسی الیتی» رَقَم بزنند.

development means mental transformation (in the cultural and social structure), objective transformation (in the structure of economic geography) and acceleration of virtual communication space (in the structure of political culture) with regard to environmental considerations (sustainability of the future of humanity) and well being (human welfare). is. considering that the use of different development patterns can bring different outcomes for a territory, the main research question is what are the most important damages caused by the proposed development patterns in mamasani county and which of the recent patterns can they lead to the optimal pattern of development in this county? the research method is descriptive analytical in nature. the tool for collecting information is based on library sources and field observations. the results of the research showed that the six proposed development patterns in mamasani county can be identified and diagnosed. the bureaucratic model is based on tribal bureaucracy, the charismatic model is based on tribal emotions, and the authoritarian modernization model is based on short term physical transformations combined with ignoring civic indicators. therefore, the output of the last three models cannot be the optimal model of mamasani development. despite this, the models of technocracy, democracy and elite, despite having their own harms, respectively by providing long term economic/technical benefits, emphasizing political, social, civil, citizenship factors; and the specialization of the elites in affairs, they can better figure out the optimal model of development under the name of &elite techno democracy&.
