نقش نهادگرایی در توسعه پایدار منطقه‌ای

تجربه تاریخی بسیاری از کشورهای جهان نشان می‌دهد که جوامع توسعه‌یافته از نهادهای کارآمدی برخوردارند که در تحقق توسعه نقش بی‌بدیلی بر عهده داشته‌اند. همین امر موجب شده که امروزه نهادگرایی به یک ضرورت تبدیل شود که علاوه بر شکل‌گیری ساختار نهادی، عملکردهای آن نیز به دقت رصد شود و تاثیرات آن بر توسعه پایدار منطقه مورد کندوکاو قرار گیرد. بر همین اساس این پژوهش در تلاش است به روش توصیفی - تحلیلی و بهره‌گیری از اسناد موجود؛ ضمن تشریح مفهوم نهاد و نهادگرایی؛ زمینه‌های نفوذ نهادگرایی در برنامه‌ریزی توسعه منطقه‌ای و تاثیر نهادگرایی و ظرفیت‌های نهادی بر توسعه پایدار منطقه‌ای را بررسی نماید. نتایج پژوهش نشان می دهد که نهادگرایی به‌جای تمرکز بر خلاصه آمارهای توصیفی و جمع‌شده در زمینه نتایج رشد و توسعه، در جستجوی تبیین ویژگی‌های اساسی و نوع رشد و توسعه می‌باشد. بر اساس این رویکرد، دارایی‌های مجزای محلی و قابلیت‌های اقتصادی درونی به‌عنوان پایه‌ای برای توسعه و بنیانی برای ایجاد و راه‌اندازی رقابت‌پذیری محلی و منطقه‌ای تلقی می‌شوند. نهادگرایی بر شرایط و بنیان‌های لازم برای توسعه محلی و منطقه‌ای تاکید دارد. بر اساس این رویکرد، نهادها اعم از رسمی و غیررسمی به‌عنوان بخش مهم و جدایی‌ناپذیر در کاهش عدم قطعیت و ریسک و افزایش اعتماد در توسعه منطقه‌ای تلقی می‌شوند.

the historical experience of many countries in the world shows that developed societies have efficient institutions that have played a large role in the realization of development. this has caused institutionalism to become a necessity today that, in addition to the formation of the institutional structure, its functions are also carefully monitored and its effects on the sustainable development of the region are explored. based on this, this research is trying to use the descriptive analytical method and use the existing documents; while explaining the concept of institution and institutionalism; investigate the influence of institutionalism in regional development planning and the impact of institutionalism and institutional capacities on sustainable regional development. the results of the research show that institutionalism, instead of focusing on the summary of descriptive and collected statistics in the field of growth and development results, seeks to explain the basic characteristics and type of growth and development. based on this approach, local separate assets and internal economic capabilities are considered as a basis for development and a foundation for establishing and launching local and regional competitiveness. institutionalism emphasizes the necessary conditions and foundations for local and regional development. based on this approach, both formal and informal institutions are considered as an important and integral part in reducing uncertainty and risk and increasing trust in regional development.
