بررسی تامین درآمد پایدار شهرداری ها برای مدیریت شهری

در دهه های اخیر مدیریت شهری در ایران به طور فزایندهای با چالشهای فراوانی روبرو بوده است که این امر ناشی از عوامل گوناگون اجتماعی، فرهنگی، سیاسی، اجرایی، مالی و حقوقی متعددی است رشد و توسعه سریع و شتابزده و غالباً بی رویه شهرها به واسطه رشد سریع جمعیت شهری، یکی از مسایلی که بر ابعاد مشکلات و معضلات حاضر افزوده است وجود بیش از 47 درصد از جمعیت کشور در شهرها، بالاتر بودن نرخ رشد جمعیت شهری نسبت به نرخ رشد جمعیت ملی و اختصاص درآمد بسیار بالایی از ارزش افزوده و اشتغال کشور به شهرها، نشان از جایگاه اقتصاد شهری در ایران دارد. از دید اقتصاد شهری عواملی چون گسترش دامنه فعالیتهای شهرداریها و بالا بردن سطح انتظارات مردم از آنها و مشکلات ناشی از افزایش جمعیت شهری نیاز به گسترش منابع مالی و درآمدی شهرداریها را بیشتر میکند. بنابراین، در میان بخشهای مختلف مدیریت شهری، تامین منابع مالی و درآمدی شهرداریها اهمیت ویژه ای دارد؛ زیرا از یک سو کسب درآمد شهرداریها تاثیر عمده ای در ارایه خدمات به شهروندان دارد و از سوی دیگر فقدان درآمد کافی نه تنها سبب عدم ایجاد خدمات ضروری در شهر میشود بلکه، اساساً اجرای تمامی طرحها و برنامه های شهری را با مشکل مواجه خواهد ساخت. در این پژوهش با استفاده از منابع کتابخانه ای روش های تامین درآمد پایدار شهرداری ها برای مدیریت شهری بررسی شده و در نهایت راهکارهایی جهت توانمندسازی درآمد شهرداری ها و مدیریت مطلوب شهری ارایه گردیده است.

Investigating the provision of sustainable income of municipalities for urban management

In recent decades, urban management in Iran has increasingly faced many challenges due to various social, cultural, political, administrative, financial and legal factors. Rapid and accelerated growth and development of cities often Rapid urban population growth is one of the issues that has added to the dimensions of the current problems and difficulties. The country to the cities shows the position of the urban economy in Iran. From the point of view of urban economy, factors such as expanding the scope of activities of municipalities and raising the level of people’s expectations from them and the problems caused by increasing urban population increase the need to expand financial resources and revenues of municipalities. Therefore, among the various sectors of urban management, the financing and revenue of municipalities is of particular importance; Because, on the one hand, the income of municipalities has a major impact on providing services to citizens, and on the other hand, the lack of sufficient income not only prevents the creation of essential services in the city but also basically makes it difficult to implement all urban plans and programs. In this research, using library resources, the methods of providing sustainable income of municipalities for urban management have been studied and finally, strategies for empowering municipal income and optimal urban management have been presented.
