حکمروایی خوب شهری ضرورت رسیدن به بهره وری و مدیریت منابع انسانی سازمانها

در جهان متحول امروز، دولت ها به تنهایی قادر به پاسخگویی نیازهای جدید نخواهند بود. این مهم نیازمند الگوهای جدیدی است که بتوان از ظرفیت های جامعه در بخش های دولتی، خصوصی و مدنی استفاده نمود تا ارائه خدمات عمومی را حداکثر ساخت. توسعه پایدار شهری زمانی متجلی می گردد که گذر از حکومت های محلی به مدیریت شهری و از مدیریت شهری به حکمروایی خوب شهری محقق شود. هدف حکمروایی خوب شهری بهبود کیفیت زندگی شهروندان است که دستیابی به آن در گرو تحقق این الگو است که اجماع، مشروعیت و اثربخشی تصمیمات و مشارکت شهروندان را تضمین نماید. بر همین اساس هدف اصلی پژوهش حاضر حکمروایی خوب شهری ضرورت رسیدن به بهره وری و مدیریت منابع انسانی سازمانها در شهرداری کرج با روش توصیفی تحلیلی می باشد. نتایج نشان می دهد آگاهی از وضعیت کنونی سلامت در هر بخش از کشور چه در سطح خرد و یا کلان می تواند گام موثری در دستیابی به وضعیت ایده آل در نمره سلامت و فساد اداری، باشد. از این رو حکمروایی خوب الگویی برای استفاده بهینه از منابع و اختیارات به منظور نیل به اهداف و آرمان های توسعه پایدار تلقی شده است. توسعه ای که تضمین کننده تحقق عدالت، نظم، امنیت، سلامت فرد، جامعه و حفاظت بهینه از منابع زیستی در کنار رفاه، پیشرفت، شکوفایی استعدادها و ظرفیت های آحاد جامعه و قابلیت های محیطی است. حکمروایی خوب نه تنها روایتی نو از مفاهیمی چون دموکراسی، حقوق بشر، پاسخگویی، مشارکت و حاکمیت قانون است، درعین حال چارچوبی به دست می دهد که همه این اهداف و ارزش ها در یک جا جمع شوند و اهداف توسعه انسانی اعم از توسعه اقتصادی، سیاسی، اجتماعی و فرهنگی با محویت مردم، دنبال شود. حکمروایی خوب روایت گر توسعه انسان محور است.

In the modern world today, governments alone will not be able to respond to new needs. this requires new patterns that can be used in public, private and civil sectors to maximize the provision of public services. abstract urban sustainable development is reflected by the transition from local governments to urban management and urban management to good urban governance. the purpose of good urban governance is to improve the quality of life of citizens, which is achieving this role in order to guarantee the consensus, legitimacy and effectiveness of citizens ’ decisions and participation. accordingly, the main purpose of this study is good urban governance is the necessity of achieving productivity and managing the human resources of organizations in karaj municipality with descriptive analytical method. the results show that awareness of the current state of health in any part of the country either at the macro level or macro level can be an effective step in achieving an ideal situation in the health score and administrative corruption. therefore, good governance is considered a model for optimal use of resources and authority in order to achieve sustainable development goals and objectives. development that will ensure the realization of justice, order, security, individual health, community and optimal protection of biological resources along with well being, progress, blossoming of talents, and capacities of community and environmental capabilities. The good governance is not only a new narrative of concepts such as democracy, human rights, accountability, participation and rule of law, while establishing a framework that all those goals and values are collected in one place and the goals of human development, including economic, political, social and cultural development with the peoples of the people.
