ارتقاء کیفیت محیطی در محلات اسکان غیررسمی از منظر کالبدی و فرهنگی- اجتماعی؛ ضرورت مدیریت شهری

«سکونتگاه های خودرو» یا آنچه به رایج «اسکان غیر رسمی» نامیده می شود. از مشکلات فراروی شهرهای امروزی خاصه در سطوح محلی بشمار می رود. در این بین ارتقاء برنامه ریزی شهری از نگاه صرف کالبدی–کارکردی به نگاهی چندبعدی و چندوجهی درقالب در نظر گرفتن ابعاد اجتماعی، روانی، کیفی و اقتصادی در تعامل و کنش متقابل با ابعاد کالبدی–کارکردی، یکی از نتایج توجه به مفهوم کیفیت زندگی شهری در عرصه جهانی بوده است حال آنکه امروزه ایجاد برخی محلات غیررسمی در نقاط مختلف شهرها با مشکلات بسیار زیاد، دستیابی به این مهم را برای ساکنین محلات دشوار نموده و موجبات نارضایتی ساکنین را فراهم نموده است. رشد سریع شهرها و توسعه کالبدی آن موجب بروز بحران های مختلف در زندگی شهری نظیر مشکلات و محیطی و نزول کیفیت محیط شده است. در پی این امر لزوم توجه به مفهوم کیفیت و ارتقاء آن در محیط های سکونتی در کنار توجه به مسائل کمی بیشتر احساس می شود. ارتقاء کیفیت محیطی در محلات اسکان غیررسمی از منظر کالبدی و فرهنگی می باشد. نتایج نشان می دهد طی دهه های اخیر به تدریج محلات نابسامان و سکونتگاه های غیررسمی به طور عمده در حاشیه کلان شهرها و شهرهای بزرگ کشور، خارج از برنامه رسمی توسعه شهری و به صورت خودرو شکل گرفته و گسترش یافته است. و می توان گفت مهاجرت و حاشیه نشینی نامتعارف و ناهنجار، ناشی از بحران‌های توسعه است و منجر به عدم تعادل در ساختارها و شکست آستانه‌های برون‌ریزی جمعیتی شده و نبود مدیریت صحیح شهری و در کنار آن عدم وجود برنامه‌های کوتاه مدت و بلند مدت در زمینه‌ی کنترل و توجه به توسعه شهری و مسکن ارزان در این بحران، باعث ایجاد اسکان غیررسمی در شهرهای بزرگ می‌گردد.

Following this, the need to pay attention to the concept of quality and improve it in residential environments along with paying attention to a little more issues is felt. Improving the quality of the environment in informal settlements is from a physical and cultural perspective. The results show that in recent decades, unhealthy neighborhoods and informal settlements have been gradually formed and spread mainly in the suburbs of metropolises and large cities of the country, outside the official urban development plan and in the form of vehicles. It can be said that unconventional and abnormal migration and marginalization are caused by development crises and lead to imbalances in structures and the failure of demographic outflow thresholds and the lack of proper urban management and the lack of shortterm and longterm control plans. And attention to urban development and cheap housing in this crisis, leads to informal housing in large cities.
