آینده پژوهی پیامدهای امنیتی بحران منابع آبی در نواحی مرزی ایران

با توجه به اهمیت موضوع آب و تاثیر آن بر ادامه حیات موجودات زنده و با در نظر داشتن شرایط فعلی منابع آبی کشور، پژوهش و مطالعه در این حوزه با رویکردی آینده نگرانه به منظور افزایش افق دید و ایجاد آمادگی برای مواجهه با شرایط احتمالی در آینده و نیز تدوین سیاست های اجرایی مناسب ، یکی از مهم ترین اولویت های علمی پژوهشی کشور محسوب میشود. منطقه غرب آسیا که شمار زیادی از کشورهای آن روی نوار بیابانی جهان قرار گرفته و به‌ذات کم‌بارش و کم‌آب هستند، به واسطه سیاستگذاری‏‌های غلط در بخش آب، طی چند دهه اخیر بیشترین چالش را با «بحران کمبود آب» داشته‏ است، چالشی که در آینده به واسطه تغییر الگوی بارش (کاهش بارش، تغییر نوع بارش و و تشدید تبخیر) پیامدهای امنیتی و نظامی درپی خواهد داشت. هدف این مطالعه حصول درکی بهتر از آینده آب در ایران و تاثیر وضعیت احتمالی آینده آن بر تصمیمات و زندگی مردم و از سوی دیگر توسعه روشهای فکری به منظور ایجاد شرایطی بهتر برای تصمیم گیران حوزههای درگیر با منابع آبی با ارائه چشم اندازی قابل وقوع است . مطالعه ی حاضر به لحاظ هدف از نوع کاربردی، از نظر نوع تحقیق ترکیبی از روشهای اسنادی و پیمایشی است و از نظر ماهیت بر مبنای روش علم آینده پژوهی، تحلیلی و اکتشافی است. در این مطالعه با استفاده از طراحی پرسش نامه ، مصاحبه با کارشناسان و خبرگان و نیز با بهره گیری از تکنیک های آینده پژوهی مانند تکنیک دلفی و سناریوپردازی، عوامل پیشران آینده آب در ایران تعیین و سپس این عوامل بر اساس میزان اهمیت و عدم قطعیت،اولویت بندی شده و حیاتی ترین عوامل مشخص گردید..

Future study of security consequences of water resources crisis in border areas of Iran

Given the importance of water and its impact on the survival of living organisms and taking into account the current conditions of the country’s water resources, research and study in this area with a forwardlooking approach to increase horizons and prepare for possible conditions. And the development of appropriate executive policies is one of the most important scientific research priorities in the country. The region of West Asia, where many countries are located on the world’s desert belt and are inherently rainy and waterscarce, has been most challenged by the &water shortage crisis& in recent decades due to misguided water policies. In the future, by changing the precipitation pattern (reducing precipitation, changing the type of precipitation and intensifying evaporation) will have security and military consequences. The purpose of this study is to gain a better understanding of the future of water in Iran and the impact of its possible future on the decisions and lives of people and on the other hand to develop intellectual methods to create better conditions for decision makers in water resources by providing a viable perspective. The present study is applied in terms of purpose, in terms of type of research is a combination of documentary and survey methods and in terms of nature is based on the method of futurology, analytical and exploratory science. In this study, using questionnaire design, interviews with experts and experts and also using futures research techniques such as Delphi technique and scenario planning, the factors driving the future of water in Iran are determined and then these factors are based on the importance and uncertainty.
