چالش های مدیریت شهری وحق شهر در سیاستگذاری و تمرکزگرایی (شهر پاوه )

سیستم اداری در ایران به صورت متمرکز اداره می شود خود این سیستم باعث به وجود آمدن چالش های در اداره کشور به ویزه در حوزه مدیریت شهری و حق شهر با سیاستگزاری بوده است .تشکیل شورا شهر و وظایف شهرداری ، به سوی برنامه جدید به سمت تمرکز زدایی در شهرها شروع شده ،اما به خاطر سیستم پیچیده و ساختار مدیریتی و سیاست گزاری برنامه ریزی کشور ،حق شهر در زمینه تمرکز زدایی توفیقی نداشته و همین امر باعث ایجاد چالش های مدیریت شهری در ایران و شهرها می باشد . حق شهر و شهروند با نگاه سیاستگزاری مدیریتی ایران باعث تکوین بخشهای دولتی و دولت محور نسبت به شهر و حق شهر در مسائل مختلف شهری در ایران می باشد . که استفاده از روش تحقیق توصیفیتحلیلی به انجام رسیده است .که نتایج این پژوهش تمرکز گرایی در ساختار مدیریتی ایران و سراسر شهرها و حق شهر رویکرد بخشی و دولتی ودولت محور به نسبت به مسائل شهر و تضعیف جایگاه شهرداری ها در سیستم مدیریت نیست ،در مجموع یافته های ،در ساختار تمرکز اداری – سیاسی ایران ،مدیریت و برنامه ریزی و مشارکت مردم محلی حق شهر همه جانیه به منظور تمرکززدایی انجام شود برای رفع این چالش ،تغییر در نگرش و ساختار مدیریت شهری به عنوان تقویت حکومت محلی و مدیریت یکپارچه و تقسیم قدرت قدرت از بالا به پایین و تغییر این ساختار از پایین به بالا می باشد به کار گیری بودجه ریزی مشارکتی در چگونگی هزینه سرمایه های شهر منجر به تحقق به شهر در اداره شهرها شود .
