مدیریت شبانه شهری؛ الگویی جدید در راستای حکمروایی خوب شهری

از زمان شکل‌گیری بلدیه بعنوان اصلی‌ترین نهاد متولی مدیریت شهری در ایران که بیش از صد سال از تاریخ شکل‌گیری آن می‌گذرد، همواره تامین نیازهای خدماتی و پاسخگویی بهینه به نیازهای شهروندان در هنگام شب، در قالب نقش و جایگاه‌های مختلفی تحت عناوین(عسس، گزمه، داروغه، شبگرد و....) مدیریت ‌شبانه شهری، مطرح بوده است. در طول دو دهه گذشته در حوزه مدیریت شهری، بازیگری جدید با نام (شهردار شب) به میان آمده است و در بیش از 40 شهر دنیا، شهرداران شب یا افرادی که مسئولیت مدیریت شبانه را بر عهده ‌دارند، تعیین ‌شده‌اند. این پژوهش به‌طور خلاصه نتایج یک مطالعه کیفی را نشان می‌دهد که اطلاعاتی در مورد ریشه‌ها، روند ترویج، ماهیت و قلمرو این نقش و پراکندگی جغرافیایی جایگاه شهردار شب را در قالب مدیریت شبانه شهری و در مقیاس جهانی جمع‌آوری کرده است. داده‌ها نشان می‌دهد که اگرچه شهرها از نظر زیرساختی و مقررات تفاوت زیادی دارند، اما به نظر می‌رسد در مورد نیاز به ساختارهای دائمی و پایدار مدیریت شبانه، اجماع فزاینده‌ای وجود دارد. درواقع هدف این تحقیق، بررسی نقش و جایگاه شهردار شب در راستای مدیریت بهینه شهری در شهرهای مختلف جهان است. روش انجام این پژوهش به‌صورت توصیفی – تحلیلی است، بدین گونه که با بررسی متون و اسناد مربوط به مدیریت شبانه شهر در دنیا، تلاش شده است که این مفهوم و مشتقات آن در قالب یک نوشتار علمی به مخاطبان ارائه شود. نتایج این تحقیق نشان می‌دهد که این پدیده جدید در مدیریت شهری در حال اصلاح نواقص عملکردی و آرمانی خود است و به‌طور حتم در آینده به‌عنوان یک امر کاملاً ضروری مورد پذیرش اکثر شهرهای دنیا خواهد شد.

This study summarizes the results of a qualitative study that collected information about the origins, promotion process, nature and scope of this role and the geographical distribution of the position of night mayor in the form of urban night management on a global scale. The data show that although cities are very different in terms of infrastructure and regulations, there seems to be a growing consensus on the need for permanent and sustainable nocturnal management structures. In fact, the purpose of this study is to investigate the role and position of the mayor of the night in terms of optimal urban management in different cities around the world. The method of this research is descriptiveanalytical, so that by examining the texts and documents related to nocturnal City Management city management in the world, an attempt has been made to present this concept and its derivatives in the form of a scientific article to the audience. The results of this study show that this new phenomenon in urban management is correcting its functional and ideal shortcomings and will surely be accepted by most cities in the world as a very necessary matter in the future.
