معایب و نارسایی‌های آمایش ایران در حوضه انرژی با تاکید بر شیوه انتقال انرژی به مناطق شرقی

نیل به توسعه یافتگی در هر جامعه‌ای در وهله اول، مستلزم وجود عزم و اراده ملی برای پیشرفت و تعریف الگوی توسعه متناسب با مقتضیات جامعه و در وهله دوم، به وجود یک نقشه راه توسعه که بتواند ضمن به دست دادن قابلیت‌ها و فرصت‌های توسعه از یک سو و تنگناها و چالش‌های فعلی و آتی، از سوی دیگر، با بهره گیری از تجارب پیشین، مطلوب‌ترین مسیر توسعه را فراروی جامعه قرار دهد، بستگی دارد. از همین رو آمایش سرزمین به عنوان سندی که خطوط کلی سازماندهی فضای سرزمینی کشور و نیز خط مشی‌های توسعه زیرساختی سرزمین را مقدر می سازد، ضرورتی تام دارد. هدف از این پژوهش استفاده از برنامه‌ریزی راهبردی که روشی نظامیافته برای اخذ تصمیمات و اجرای فعالیتها در خصوص شکل‌دهی و رهنمود یک سیاست محسوب می شود، به تاثیر اجرای این سیاست بر توسعه مناطق شرقی کشور در حوضه انتقال انرژی با روش توصیفی تحلیلی و با استفاده از مدل تحلیلی swot بپردازد. نتایج حاصله نشان میدهد که با توجه به شرایط فعلی، راهبردهای مناسب حرکت در مسیر آمایش مناطق شرقی کشور از نوع تدافعی است و هم‌اکنون بر اساس اولویت‌بندی انجام شده راهبردهای تدوین برنامه جامع، توسعه همه جانبه استان‌های شرقی کشور(بخصوص مناطق مرزی)، توسعه و تقویت انواع زیرساخت‌های اساس وپایه در حوضه انتقال انرژی، شامل: حمل و نقل، راه آهن، جاده و... به‌‌‌منظور افزایش پیوندهای کانون‌های پرجمعیت مناطق شرقی با یکدیگر و کانون‌های داخل کشور از اولویت بالاتری برخوردارند. از این رو اتخاذ و اجرای این سیاست به افزایش نقش و سهم کشور در ترانزیت کالا و حمل و نقل بین المللی، تقویت پیوندهای اقتصادی، اجتماعی، فرهنگی و امنیتی با کشورهای همجوار شرق و شمال شرقی، ارتقاء سطح متوسط درآمد و شاخصهای توسعه در نواحی شرقی کشور، کاهش فعالیت‌های غیررسمی اقتصادی. واژگان کلیدی: انتقال انرژی، توسعه محور شرق، آمایش سرزمین،راهبرد توسعه،مرزهای شرقی، swot.

Disadvantages and insufficients of Iran in the basin of energy with an emphasis on the way of transferring energy to the eastern regions

Introduction:The achievement of development in any society at first requires a national motivation to develop and define an appropriate pattern of development to the needs of society; and secondly depends on the existence of a map for development that can invest opportunities by considering both former and future challenges and experience of the past. By using these two critical points, the society can demonstrate a desirable development path to society. Hence, land preparation is a necessary document that defines the general guidelines for the organization of the country’s territorial space and the infrastructure development policies of the land. Methodology: The purpose of this research is to use strategic planning, a systematic method for decision making and implementation of activities in formulating and guiding a policy, on the effect of this policy on the development of eastern parts of the country in the energy transfer basin by descriptiveanalytical method, and using the SWOT analytical model. Result and Discussion: The results show that according to the current situation, the appropriate strategies for improving of the eastern regions of the country are defensive; and now based on the prioritization, strategies for compiling a comprehensive plan, comprehensive development Eastern provinces of the country (especially border regions), development and strengthening of various types of infrastructure, the basis of the energy transfer including: transportation, railways, roads, etc., is to increase the links between the densely populated centers of the eastern regions and the inner centers of the country.
