ردیابی الگوی اسلامی-ایرانی شهرسازی مشارکتی در آراء ابونصر فارابی

سودای تشکیل آرمان‌شهر یکی از وجوه اشتراک مردمان اکثر فرهنگ‌ها و تمدّن‌های مختلف می‌باشد. در جهان اسلام نیز، حکیم ابونصرفارابی، اولین فیلسوفی بود که ایده‌ی آرمان‌شهر یا مدینه‌ی فاضله را ارائه کرد. وی که به منظور تبیین ایده‌ی خود از مثال جسم سالم انسان بهره می‌گیرد، یکی از عوامل اصلی در دستیابی به مدینه‌ی فاضله را مشارکت و تعاون اعضای آن می‌داند. اصلی که بی‌توجّهی به‌آن را می‌توان یکی از علّل اصلی شکست طرح‌های شهری در کشور دانست. در این طرح‌ها که گرته‌ای از الگوهای غربی منسوخ‌شده می‌باشند، به مشارکت شهروندان در طول فرآیند تهیه و اجرا توجّه نمی‌شود. حال آن‌که مشارکت شهروندان، نه تنها تضمین‌کننده‌ی موفقیّت طرح‌ها می‌باشد، بلکه هزینه‌ی اقتصادی اجرای آن‌ها را نیز کاهش می‌دهد. موضوعی که فارابی قرن‌ها پیش، اهمیّت آن‌را متذکّر‌شده و آن‌را از عوامل اصلی در شکل‌گیری مدینه‌ی فاضله می‌داند. بنابراین در این مقاله، به بررسی موضوع مشارکت شهروندان در امور شهری از دیدگاه فارابی پرداخته شده است، تا ضمن تبیین اهمیّت این موضوع، به ردیابی و ارائه‌ی الگوی ‌اسلامیایرانی شهرسازی مشارکتی از نظر فارابی اقدام گردد. فارابی عدالت‌خواهی، اخلاق‌مداری، تعاون، شایسته‌سالاری در انتخاب مدیران، جهان‌شهری اندیشیدن، جامعه‌پذیری و اطاعت از زعیم مدینه را از راه‌های مشارکت شهروندان در اداره‌ی امور شهرها می‌داند. بر این اساس، روش پژوهش حاضر، تاریخی، توصیفی و تحلیلی بوده و شیوه‌ی گردآوری آطلاعات مبتنی بر روش اسنادی می‌باشد.

Tracing the Islamic- Iranian Pattern of Participatory Urbanism in Abu Naser Farabi’s Views

The formation of utopia is one of the means of sharing the people of most cultures and civilizations. In the Muslim world, Hakim Abu Nasr Farabi was the first philosopher to present the idea of utopia or utopia. He, who uses the example of a healthy human body to explain his idea, is one of the main factors in the achievement of uterine mediation by the participation and cooperation of its members. The main thing that is neglected is the main cause of the failure of our country’s urban plans in the present era. In these plans, which are tied to Western patterns, it does not pay attention to the participation of citizens during the procurement process. While citizen participation not only ensures the success of the projects, it also reduces the economic cost of their implementation. Farabi has mentioned the importance of it for centuries and considers it the main factors in the formation of utopia. Therefore, in this paper, the issue of citizen participation in urban affairs from Farabi’s point of view has been studied, in order to explain the importance of this issue, to trace and present the IslamicIranian model of participatory urban development in Farabi’s view. Farabi, justice, ethics, cooperation, meritocracy in choosing managers, worldclass thinking, socialization, and obedience to the Medina’s chairman are ways of citizen participation in the affairs of cities. Accordingly, the methodology of this research is historical, descriptive and analytical, and the method of collecting the knowledge is based on the documentary method.
