پایش سیاست‌های توسعه اقتصادی- اجتماعی فضا از منظر ژئوپلیتیک ناحیه‌ای در جنوب شرق ایران (مطالعه موردی: سیستان و بلوچستان)

همواره رویکرد‌های اجتماعی و سیاسی نقش موثری در تولید فضا داشته‌اند. یکی از مناسبات سیاسی-اجتماعی که آفریننده فضاست، عرصه سیاست است. سیاست به اتکا اقتصاد سیاسی فضا در شهرها فضای ناحیه‌ای را جهت استفاده بهینه جمعیت مهیا می‌کند، و نیز سازمان فضایی نواحی و شهرها به کمک عنصر دولت دگرگون می‌شود. یعنی دولت‌ها با سیاست‌ورزی نقش اساسی در شکل دادن آنها دارند. دولت در تولید فضاهای جغرافیایی همچون شهرها و تغییرات ساختاری و کارکردی در فضا مانند ایجاد تعادل یا عدم تعادل جغرافیایی نقش‌آفرینی می‌کند. فضای شهری ناحیه‌ای، بازتابی از کارکرد‌های سیاسی و اقتصادی است و کارکردهای سیاسی، اجتماعی و اقتصای در تولید فضا نقش دارند و فضا نیز بستر و مقر کارکرد‌های مختلف است که توجه به شهر و ناحیه در برنامه‌ریزی شهری و ناحیه‌ای توسعه هدفمند و متعادل را ضروری می‌سازد. هدف پژوهش تحلیل و سنجش سیاست‌های توسعه اقتصادی اجتماعی و نابرابری فضایی در منطقه مرزی جنوب شرق کشور محدوده سیستان و بلوچستان است. پژوهش حاضر از نظر هدف کاربردی و از نظر روش توصیفی-تحلیلی و شیوه گردآوری داده‌ها اسنادی می‌باشد. همچنین از مدل‌های کمی و تصمیم‌گیریwaspas ، و سیستم اطلاعات جغرافیایی arc gisاستفاده شده است. یافته‌های پژوهش نشان می‌دهد شاخص‌های توسعه اقتصادی اجتماعی فضا به صورت متوازن توزیع نشده و تفاوت فاحشی بین فضاهای ناحیه‌ای شهری استان سیستان وبلوچستان از نظر برخورداری از شاخص‌های سطح توسعه ملاحظه می‌شود.

Monitoring the Socio-Economic Development Strategies of Space from Geopolitical Perspective in Southeast Iran (Case Study: Sistan & Baluchestan)

Sociopolitical approaches have always played an important role in space production. One of the politicalsocial relationships that creates space is the realm of politics. Politics By relying on the political economy of space, cities provide regional space for the optimal use of the population, as well as the spatial organization of the regions and cities, with the help of the element of the state. That is, governments have a crucial role in policymaking in shaping them. The government is contributing to the creation of geographic spaces such as cities and the structural and functional changes in space, such as creating a balance or geographical imbalance. Urbanregional space is a reflection of political and economic functions, and political, social, and economic functions play a role in space production, and space is also the bedrock of different functions that focus on city and area in urban planning And requires a targeted and balanced developmental area. The purpose of this research is to analyze and measure socioeconomic development and spatial inequality policies in the southeastern border region of Sistan and Baluchestan province. The present research is applied in terms of purpose and in terms of descriptiveanalytical method and the method of data collection is documentary. Also, the WASPAS quantitative and decisionmaking models, and the Arc Gis geographic information system have been used. The research findings indicate that the socioeconomic development indicators of the space are not distributed in a balanced way, and the significant difference between the urbanurban spaces of Sistan and Baluchestan province is considered for the development level indicators.
