تحلیل و ارزیابی شاخص های حمل و نقل پایدار شهری

حمل و نقل پایدار شهری در واقع حرکت روان وسایل نقلیه٬ مردم و کالاهاست که مستلزم آسایش مردم و پایداری محیط با مطلوبترین هزینه و تلاش است. برنامه‌ریزی حمل‌ونقل پایدار اثرات توسعه حمل ‌و نقل را روی کارآیی اقتصادی، موضوعات زیست‌محیطی، مصرف منابع، کاربری اراضی و عدالت اجتماعی مورد توجه قرار می‌دهد و به کاهش اثرات زیست‌محیطی، افزایش بازدهی سیستم حمل‌ونقل و بهبود وضعیت زندگی اجتماعی کمک می‌کند و هدف آن افزایش کارآیی سیستم و جابه‌جایی کالاها، خدمات و افراد با حداقل مشکلات دسترسی است. با توجه به این مسائل در پژوهش حاضر سعی شده است که به تفضیل به اهداف و شاخص‌های حمل و نقل پایدار از ابعاد مختلف و شرح ابعاد اجتماعی، اقتصادی و زیست محیطی پرداخته شود. برای برنامه‌ریزی پایدار و جامع سیستم حمل و نقل بهتر آن است که مجموعه ای متوازن از شاخص‌ها که ترکیبی از اهداف اقتصادی٬ اجتماعی و زیست محیطی باشد را در نظر بگیریم. همچنین می‌تواند از شاخص‌ها به عنوان اطلاعات پایه در سیاستگزاری‌های حمل و نقل و پایش نتایج استفاده نمود. مزیت بسیار مفید دیگر توسعه شاخص‌ها استفاده از آنها در برای مقایسه معنادار وضعیت حمل و نقل با سایر شهرها می‌باشد. روش کار توصیفی-تحلیلی و روش جمع‌آوری اطلاعات مبتنی بر شیوه کتابخانه ای و اسنادی است. در ﻣﻘﺎﻟﻪ ﺣﺎﺿﺮ، ﺑﺎ در ﻧﻈﺮﮔﯿﺮی ﻋﻮاﻣﻞ ﻣﻮﺛﺮ در ﺣﻤﻞوﻧﻘﻞ ﺷﻬﺮی، ﺟﻬﺖ ﺗﺴﻬﯿﻞ در اﻣﺮ ﺳﯿﺎﺳﺘﮕﺬاری و ﺑﺮﻧﺎﻣﻪرﯾﺰی ﺗﻮﺳﻂ ﻣﺴﺌﻮﻟﯿﻦ و ﺳﺎزﻣﺎنﻫﺎی دﺳﺖاﻧﺪرﮐﺎر ﺣﻤﻞوﻧﻘﻞ، ﺷﺎﺧﺺﻫﺎی ﺟﺎﻣﻌﯽ ﺟﻬﺖ اﻧﺪازهﮔﯿﺮی و ارزﯾﺎﺑﯽ وﺿﻌﯿﺖ ﮐﻨﻮﻧﯽ ﺳﺎﻣﺎﻧﻪﻫﺎی ﺣﻤﻞوﻧﻘﻞ ﺷﻬﺮی اراﺋﻪ ﺷﺪه اﺳﺖ.

Analysis and evaluation of indicators of sustainable urban transportation

Sustainable urban transportation is in fact the movement of vehicles, people and goods, which entails the comfort of the people and the stability of the environment with the most desirable cost and effort. Sustainable transport planning focuses on the effects of transport development on economic efficiency, environmental issues, resource consumption, land use, and social justice It helps to reduce environmental impacts, increase the efficiency of the transportation system and improve the social status of the population and aims to increase the system efficiency and the relocation of goods, services and individuals with minimal access problems. Considering these issues in the present research, we have tried to focus on the goals and indicators of sustainable transport from different dimensions and to describe the social, economic and environmental dimensions. For a sustainable and comprehensive transport system planning, it is best to consider a balanced set of indicators that is a combination of economic, social and environmental objectives. Another useful advantage of developing indexes is to use them to make a meaningful comparison of the transport situation with other cities. The method of descriptiveanalytical work and the method of collecting information based on librarian and documentary methods. In this paper, with consideration of effective factors in urban transport, comprehensive indicators for measuring and assessing the current situation of urban transportation systems are presented for facilitating policy making and planning by authorities and private transportation agencies.
