تدوین استراتژی‌های مناسب کاربری اراضی شهری با استفاده از مدل ترکیبی topsis-swot

یکی از جنبه‌های اصلی ساخت شهرها مبتنی بر برنامه‌های شهری، برنامه‌ریزی کاربرد زمین شهری است، که بر پایة دو اصل توسعه پایدار و ارتقاء کیفیت زندگی بنا نهاد ه شده است. در رابطه با تحلیل مدیریت کاربری اراضی شهری، مدل های مختلفی وجود دارد که با توجه به موضوع بررسی و ویژگی های متن فضای شهری مورد استفاده قرار می گیرند. یکی از مدل های مطلوب برای تحلیل مدیریت کاربری اراضی شهری مدل swot است. از این مدل در پژوهش‌های جغرافیایی متعددی در سال های اخیر استفاده شده است. از آنجایی که مدل swot یک مدل کیفی محسوب می‌شود برخی محدودیت هایی را سبب می شود. از این رو نگارندگان در این مقاله با تلفیق مدل swot با مدل topsis به تحلیل مدیریت کاربری اراضی شهری و ارائه استراتژی های مناسب پرداخته اند. بر مبنای مدل فوق این پژوهش با روش توصیفی تحلیلی در یک مطالعه ی موردی در شهر نورآباد ممسنی‌ به بررسی یکی از مهم‌ترین چالش پیش روی شهرهای معاصر که همان استفاده مناسب از زمین‌های شهری و مدیریت کاربری اراضی شهری پرداخته و با دیدی علمی برای توسعه متعادل کاربری زمین های شهری در شهر نورآباد استراتژی های مناسبی ارایه گردد. یافته های مقدماتی تحقیق را در مدل مدیریت استراتژیک مورد بررسی قرار داده و 10 نقطه قوت، 10 تهدید، 10 فرصت و 11 ضعف بررسی و 18 استراتژی ارائه شده و در نهایت با بهره گیری از تکنیک topsis نقاط قوت، ضعف، تهدیدها و فرصت های منتج شده از دیدگاه صاحبنظران رتبه بندی شدند. نتایج تکنیک تاپسیس نشان می دهد که فرصت ها بیشترین تاثیر را در بهینه سازی و توسعه متعادل کاربری اراضی شهری دارد و در رتبه دوم تهدیدها قرار می گیرند از این رو برای بهینه سازی و توسعه متعادل کاربری اراضی در این شهر استراتژی بازنگری در اولویت قرار می گیرند.

According to Nur Abad mamasani Like other cities in recent years been faced with increasing population and has been extended and the takeover of the city to natural environments. This increasing urban population, followed by the growth of cities, considering of how to control urban development and is required walking in line with sustainable development. This study with Method descriptive and analytical to one of the most important challenges facing modern cities, Which the appropriate use of urban land and urban land use management. Given the importance of urban land use in urban sustainable development, In this article attempt is made the scientific and rational vision for balanced development of urban land use in the Nurabad city to be presented a good strategy . Preliminary research findings are examined in the SWOT model and 10 strength, 10 threats, 10 opportunity and 11 weak reviews and 18 strategic presented and finally TOPSIS technique utilizes were ranked the strengths, weaknesses, threats and opportunities resulting from the perspective of experts. TOPSIS technique results show that opportunities the greatest impact on optimizing and of urban land use balanced development. and in the second rank threatened wich to optimize and balanced development of the land in of priorities the city’s to be a review strategy.
