ارزیابی حکمروایی خوب شهری در عملکرد مدیریت شهر اسلامشهر با استفاده از مدل راهبردی swot

جمعیت شهری به مرحله انفجار رسیده است و در کشورهای کمتر توسعه یافته رو به افزایش است. در سال1800میلادی معادل 29 میلیون نفر درشهرها زندگی می کردند اما با گذشت200سال جمعیت شهرنشین نزدیک به 3میلیارد نفر رسیده است این رقم یک آمار نیست بلکه ضرورت و نقش مدیریت شهری را به دوچندان رسانده است. هدف پژوهش حاضر ارزیابی حکمروایی خوب شهری در عملکرد مدیریت شهر اسلامشهر با استفاده از مدل swot می باشد، برای رسیدن به این هدف ابتدا به سطح حکمروایی خوب در ایران، میان کشورهای جهان از لحاظ شاخص های تعین شده بانک جهانی برای حکمروایی خوب پرداخته شد و سپس با استفاده از روش توصیفی تحلیلی به مصاحبه با شهروندان و مسئولین شهر اسلامشهر پرداخته شد و فهرستی از مهمترین نقاط قوت، ضعف، تهدیدها و فرصت های فراروی مدیریت شهر اسلامشهر شناسایی شد و در انتها با سنجش اهمیت هریک از عوامل اولویت دارترین راهبردهای حکمروایی خوب شهری در اسلامشهر شناسایی و ارائه شد، یافته های پژوهش نشان می دهد که شهر اسلامشهر در گرداب مدیریت بخشی و سلولی و نگرش از بالا به پائین گرفتار گردیده است و از مدیریت ناکارآمد، ضعف ساختاری و نهادی در اداره امور شهر رنج می برد و مسئولان و سازمان های درگیر در اداره امور شهر جهت بهبود این وضعیت و برون رفت از وضعیت فعلی می بایست با به حداقل رساندن و کاهش نقاط ضعف در امر مدیریت و کنار گذاشتن تعصبات طایفه ای و در نهایت مشارکت گرایی شهری، زمینه حکمروایی خوب شهری را در اسلامشهر فراهم آورند.

Assessment, good urban governance in the Management Performance of Eslamshahr, Using the Swot Model

Urban population explosion has reached the stage in the less developed countries is increasing. In 1800, about 29 million people lived in cities with over 200 years of urban population reached nearly 3 billion people. It was not a hit, but the need and role of urban management has doubled. The present study aims to assess good governance in the management of urban eslamshahr is using swot, To achieve this, first the good governance of the Iran, between countries in terms of indicators of good governance was appointed by the world bank and then using the analytic interviews with residents and city officials were paid of eslamshahr and a list of the main strengths, weaknesses, threats and opportunities facing the eslamshahr manager in identifying and finally, to assess the relative importance of good urban governance highest priority strategies identified and presented in the of eslamshahr, research findings show that the vortex of of eslamshahr manager of the cell and the top down approach has been caught and the inefficient management, structural and institutional weaknesses in the administration of the city suffers. Authorities and organizations responsible for the administration of the city to improve the situation and resolve the current situation should be to minimize and mitigate the weaknesses in the management and the exclusion of ethnic and sectarian prejudices and the participation of civil activism, urban areas in the eslamshahr to provide good governance.
