ضرورت مهندسی فرهنگی در فرآیند توسعه روستایی مطالعه موردی استان کرمانشاه

امروزه طرح های روستایی مختلفی از جمله یکجانشین کردن عشایر و ارایه نوآوریهای مختلف فنی و سازمانی در روستاها اجرا می شود که واکنش مردم به آن ها و پذیرش یا عدم پذیرش این طرح ها از مسایل مهم روز است . در این راستا فرهنگ عاملی مهم در پذیرش یا عدم پذیرش این ایده ها و طرح ها در محیط روستایی است و لذا نقش مهندسی فرهنگی به جهت حل مشکلات احتمالی پیش پای متخصصان روستایی اهمیت می یابد . هدف از این مقاله بررسی ضرروت مهندسی فرهنگی در روستاها به عنوان بخشی از فرایند توسعه روستایی است . در ابتدا تعریفی از مهندسی فرهنگی و ارتباط آن با توسعه ارایه می شود . به تاریخچه مهندسی فرهنگی در روستاها پرداخته و کشور چین ، شوروی ، رژیم شغالگر قدس و ایران را به عنوان مثال هایی ذکر می کنیم . اشاره می شود که در روستاها مهندسی فرهنگی با ایجاد نهادهای فرهنگی ، تغییر الگوهای فرهنگی نامناسب و بعضاٌ حذف آن ها در جهت پذیرش یا استفاده بهینه از نواورها گام بر می دارد . در عین حال حل مشکلات ناشی از نابرابری روستایی و مهاجرت از وظایف مهندسی فرهنگی است . اشاره می شود که در یک برنامه فرهنگی روستایی باید به هدف ، زمان ، هزینه و منابع مالی توجه زیادی نمود و عناصر مشارکت ، واثع گرایی ، مدیریت همه جانبه و یکپارچه از اهمیت زیادی در آن برخوردار است .در انتها اشاره می شود که مهندسی فرهنگی رهیافتی از بالا به پایین است که می تواند در بعد کلان یا بعد محلی نظیر یک روستا به اجرا درآید .

Today, various rural projects, such as nomadic unification and the provision of various technical and organizational innovations in villages, are being implemented, and the reaction of the public to them and the acceptance or nonacceptance of these plans are one of the important issues of the day. In this regard, culture is an important factor in accepting or not accepting these ideas in rural environments. Therefore, the role of cultural engineering in solving possible problems is important for rural experts. The purpose of this paper is to examine the impotence of cultural engineering in villages as part of the rural development process. At first, a definition of cultural engineering and its relation to development are presented. I am referring to the history of cultural engineering in the countryside and to mention the countries of China, the Soviet Union, the Quds and Shakalat regime of Iran as examples. It is pointed out that in cultural villages cultural institutions are created by creating cultural institutions, changing cultural patterns and, in some cases, eliminating them in order to accept or optimize the use of innovations. At the same time solving the problems caused by rural inequality and migration is one of the tasks of cultural engineering. It is pointed out that in a rural cultural program, attention must be paid to the purpose, time, cost and financial resources, and the elements of participation, objectivity, and integrated management are of great importance. Finally, it is pointed out that cultural engineering A topdown approach that can be implemented in a macro or local dimension, such as a village.
