بررسی عملکرد مدیریت شهری گرگان با رویکرد حکمروایی خوب شهری

یکی از جوانب مدیریت شهری که اخیرا در کشورها و جوامع‌غربی مورد توجه قرار گرفته است رویکرد حکمروایی خوب شهری می‌باشد. در واقع شهرها برای مدیریت و اداره خود راهی بجز زمینه سازی برای توسعه دموکراسی نیافته‌اند و در این راه به شکل تازه ای از حاکمیت دست یافته‌اند به نام حکمروایی خوب شهری. لذا در همین راستا پژوهش حاضر با هدف بررسی عملکرد مدیریت شهری با رویکرد حکمروایی خوب شهری در شهر گرگان انجام گرفته است که بدین منظور از روش توصیفی‌– تحلیلی و پیمایش میدانی استفاده شده است همچنین جامعه مورد مطالعه در این پژوهش ساکنان منطقه یک و دو شهر گرگان می‌باشند که با استفاده از روش کوکران تعداد 200 نفر انتخاب و پرسشنامه به‌صورت تصادفی ساده بین آنها توزیع شده است. جهت سنجش مدیریت شهری در محدوده مورد مطالعه از پنج شاخص حکمروایی خوب شهری شامل شفافیت، مشارکت، قانونمندی، پاسخگویی و کارآیی و اثربخشی استفاده شده است که نتایج به‌دست آمده با استفاده از آزمون mannwhitney نشان دهنده وضعیت بهتر منطقه یک در دو بعد پاسخگویی و قانونمندی نسبت به منطقه دو می‌باشد. همچنین با استفاده از آزمون t-test مشخص گردید که بُعد کارآیی و اثربخشی با میانگین 3.21 دارای بهترین وضعیت و بُعد مشارکت با میانگین 2.58 از وضعیت نامناسبی نسبت به سایر ابعاد برخوردارند.

Investigating the Performance of Gorgan Municipal Management with the Good Urban Governance Approach

One of the aspects of urban management that has recently been considered in Western countries and societies is the good governance of the city. In fact, the cities have not found a way to manage their own business, except for creating a platform for the development of democracy, and in this way they have acquired a new form of sovereignty, called &good urban rule.& In this regard, the present study aimed to investigate the performance of urban management with a good urban governance approach in Gorgan city. For this purpose, descriptiveanalytical method and field survey have been used. Also, the population studied in this study residents of the 1st and 2nd area The city of Gorgan has been selected using 200 Cochran method and the questionnaire has been distributed randomly among them. In order to measure urban management in the study area, five good city governance indicators including transparency, participation, legitimacy, accountability, and efficiency and effectiveness were used. The results obtained using MannWhitney test showed better situation in area one in two Then, the accountability and legality of the region are two. Also, ttest showed that the efficiency and effectiveness dimension with the average of 3.21 had the best status and then the participation rate with mean of 2.58 had an inappropriate situation compared to other dimensions.
