برنامه‌ریزی کاربری اراضی ساحلی غرب مازندران با تاکید بر رویکرد توسعه پایدار

ساحل از ویژگی های منحصر به فرد زیادی برخوردار است. مهم ترین و بارزترین این ویژگی ها، تعاملات پویای زمین و دریا است. این امر باعث تجمع بیش از حد در قسمت هایی از نواحی ساحلی و تخریب این مناطق ارزشمند، بی نظمی در ساخت‌و سازها و همچنین نبود مدیریت و ضوابط و مقررات روشن در نحوه‌ استفاده از زمین، موجب استفاده نادرست و بیش از ظرفیت ساحل به‌ویژه در سواحل غرب مازندران شده است. از این‌رو انتخاب رویکردی نظام‌مند برای برنامه ریزی ساحل نیاز است که بتوان با تعیین نوع استفاده مناسب ساحلی گام مهمی در پایدار‌سازی منابع ساحلی برداشته شود. در این پژوهش از فرایند شبکه تحلیلی (anp) و منطق فازی، برای تعیین نقشه مناسب محیطی استفاده شد که با تعیین مولفه های اصلی نوع استفاده از زمین، به منطقه‌بندی  و تعیین کاربری دهستان های ساحلی پرداخته و در آخر با طرح ضوابط و مقرارت راهبردی و مجموعه رهنمون و توصیه هایی برای نواحی ساحلی تنکابن سعی در ایجاد کاربری پایدار ساحلی شد. این تحقیق نشان می دهد که بین الگوی کنونی کاربری اراضی و تخریب منابع به‌دلیل نبود ضوابط و مقررات روشن، رابطه‌ مستقیم و متقابل وجود دارد که با برنامه ریزی کاربری اراضی ساحلی با رویکرد توسعه‌ پایدار، ماهیت و کیفیت توسعه‌ نوار ساحلی غرب مازندران به‌ویژه شهرستان تنکابن در مسیری پایدار، مردم‌محور و مبتنی بر آسایش، رفاه و پایداری محیطی قرار خواهد گرفت.

coastal land use planning of the west māzandarān with focus on sustainable development approach

the coast has many unique features. the most important and prominent of these features are the dynamic landsea interactions. this causes excessive accumulation in parts of coastal areas and the destruction of these valuable areas, irregularities in construction, as well as the lack of management and clear rules and regulations on how to use the land, causing improper use and excess coast capacity, especially on the west coast of māzandarān. therefore, choosing a systematic approach to coastal planning is needed to take an important step in stabilizing coastal resources by determining the type of appropriate coastal use. in this research, the analytical network process (anp) and fuzzy logic were used to determine the appropriate environmental map, which dealt with the coastal villages’ zoning and land use determination by determining the main components of the land use type. also, using strategic rules and regulations and a set of guidelines and recommendations for the tonkābon coastal areas, it was tried to create sustainable coastal use. this research showed a direct and reciprocal relationship between the current pattern of land use and the destruction of resources due to the lack of clear rules and regulations.
