تجزیه‌ و تحلیل مصرف برق ایران: کاربرد تحلیل تجزیه شاخص و تحلیل جداسازی

هدف‌ اصلی این مقاله تجزیه‌ و تحلیل مصرف برق ایران و تحلیل رابطه مصرف‌ برق و رشد اقتصادی است. برای این منظور با استفاده از رویکرد شاخص میانگین لگاریتمی دیویژیا و داده های تولید ناخالص داخلی واقعی بدون نفت، مصرف برق، مصرف انرژی و ارزش‌افزوده بخش‌های خدمات، صنعت و کشاورزی در دوره 98-1380 مصرف برق کشور تجزیه ‌و تحلیل شد و رابطه مصرف برق و رشد اقتصادی مبتنی بر تحلیل جداسازی بررسی شده است. بر اساس نتایج تجزیه ‌و تحلیل مصرف برق، در کل دوره مطالعه، تنها اثر ساختار باعث کاهش مصرف برق شده است. مطابق نتایج تحلیل ادواری، در دوره قبل از اجرای قانون هدفمندی یارانه‌ها(89-1380) مصرف برق به ترتیب به ‌واسطه دو اثر شدت و ساختار کاهش و به دلیل سه اثر تولید، فعالیت و جمعیت افزایش یافته است؛ در دوره بعد از اجرای این قانون(98-1390) تنها اثر ساختار در جهت کاهش مصرف برق عمل کرده و مصرف برق به واسطه چهار اثر فعالیت، جمعیت، شدت و تولید افزایش یافته است. بر اساس نتایج رویکرد جداسازی در تمام دوره مطالعه وضعیت جداسازی منفی رو به رشد به معنای تحقق رشد اقتصادی به قیمت افزایش بیشتر مصرف برق و آلودگی محیط‌زیست، وضعیت غالب است. بنابراین، واقعی کردن قیمت انرژی به ‌تنهایی در مدیریت مصرف انرژی کارساز نیست از این ‌رو لازم است سایر سیاست‌های کارایی انرژی، اقتصادی و زیست ‌محیطی مکمل نیز به طور هم‌زمان اجرا شوند.

analysis of iran’s electricity consumption: application of index decomposition analysis and decoupling analysis

the main purpose of this article is to analyze iran’siran’s electricity consumption and the relationship be�-tween electricity consumption and economic growth.for this purpose, by using the logarithmic mean divisiaindex approach and the non–oil real gdp, electricityconsumption, energy consumption, and value-added ofservices, industry, and agriculture sectors, during 2001-2019, the electricity consumption was analyzed and therelationship between electricity consumption and econom�-ic growth was investigated based on decoupling analysis.based on the results of the electricity consumption analy�-sis, during the entire study period, only the structure effectcaused a decrease in electricity consumption. accordingto the periodic analysis results, before the implementationof the targeted subsidies law (2001-2010), the electricityconsumption because of the intensity and structure effectswas reduced, and due to the production, activity, and pop�-ulation effects increased; and after the implementation ofthis law (2011-2019), only the structure effect has led toreducing the electricity consumption, and it was increaseddue to four effects including activity, population, intensity,and production. based on the decoupling approach results,in the whole period, the situation of growing negativedecoupling, meaning the realization of economic growthat the cost of more increasing electricity consumption andenvironmental pollution, was dominant. therefore, onlyactualizing the energy price is not effective in managingenergy consumption, hence other energy efficiencies, eco- nomic, and environmental complementary policies must be implemented simultaneously.
