مولفه‌های تدوین خط‌مشی‌های عمومی در دولت اسلامی با رویکرد تمدن‌سازی نوین اسلامی (با محوریت بیانات مقام معظم رهبری)

خط‌مشی‌های عمومی، تصمیماتی هستند که نظام خط‌مشی‌گذاری در قالب مراحل خط‌مشی‌گذاری و برای حل مسائل عمومی اتخاذ می‌کند. فرآیند خط‌مشی‌گذاری در سه حوزه تدوین، اجرا و ارزشیابی می‌باشد، که نقش تدوین در آن برجسته است. اکنون که در گام سوم از گام‌های پنج‌گانه تمدن نوین اسلامی، یعنی دولت اسلامی قرار داریم، ضرورت شناخت مولفه‌های تدوین خط‌مشی‌های عمومی در دولت اسلامی، به‌عنوان گامی در جهت تحقق جامعه اسلامی و نهایتا تمدن نوین اسلامی حائز اهمیت است. لذا هدف از این پژوهش، ارزیابی مولفه‌های تدوین خط‌مشی‌های عمومی در دولت اسلامی با رویکرد تمدن‌سازی نوین اسلامی می‌باشد. روش تحقیق، تحلیل محتوای کیفی، با مطالعه‌ی کتابخانه‌ای و بررسی اسناد و مدارک از طریق جستارهای مرتبط با عنوان پژوهش، از سایت رسمی مقام معظم رهبری می‌باشد. یافته‌های پژوهش نشان می‌دهد که ابعاد مولفه‌های تدوین خط‌مشی‌های عمومی در دولت اسلامی به عواملی چون اطلاعات، دانش و بصیرت بستگی دارد. نتیجه‌گیری کلی اشاره به آن دارد که، خط‌مشی‌های عمومی بایستی طوری تدوین شود که در آن به ارزش‌ها و هنجارهای جامعه، منافع و مصلحت عامه مردم، عوامل تعیین‌کننده حد و مرزها، انعطاف و آینده‌نگری، اخلاق‌مداری، شفافیت و روشنی، قابلیت انطباق، قابل فهم بودن و مسائل و مشکلات عموم مردم توجه گردد، تا با گذر از دولت اسلامی و تحقق جامعه اسلامی، زمینه ایجاد تمدن نوین اسلامی محقق گردد.

The findings show that the dimensions of the components of public policy Compiling in Islamic State depend on factors such as information, knowledge and insight. The general conclusion is that, the general policies should be formulated in such a way Where the values and norms of society, the interests and interests of the general public, the determinants of boundaries, the flexibility and the future, Consider ethics, transparency and clarity, adaptability, comprehensibility and issues and problems of the general public, With the passage of Islamic State and the realization of Islamic society, the ground for the creation of a new Islamic civilization will be realized.
