واکاوی نقش هوش مصنوعی در آینده روابط بین الملل

فناوری های نوظهور مانند هوش مصنوعی می تواند تاثیر دگرگون کننده بر قدرت نظامی، رقابت استراتژیک و سیاست جهانی داشته باشد و اهداف سیاست جهانی را به دلیل چگونگی تصمیم گیری سیاسی سیاستگذاران دچار تغییر کند. هدف پژوهش بررسی نقش هوش مصنوعی در آیندۀ روابط بین الملل بوده و سوال اصلی پژوهش حاضر این است که هوش مصنوعی چه تاثیری بر آیندۀ روابط بین الملل دارد؟ این تحقیق به روش کیفی و نوع تحقیق نظری – کاربردی و در سطح توصیفی – تحلیلی میباشد. جامعۀ آماری پژوهش اساتید و متخصصین که در زمینۀ هوش مصنوعی و روابط بین الملل که با روش نمونه گیری گلوله برفی خطی انتخاب شده اند. ابزار جمع آوری داده ها از طریقسوالات پرسشنامه که براساس طیف لیکرت طرح و تنظیم شده بود، می باشد. داده های تحقیق در دو سطح آمار توصیفی و استنباطی با استفاده از نرم افزار اس.پی.اس.اس مورد تجزیه و تحلیل قرار گرفت. نتایج نشان داد که هوش مصنوعی در ابعاد نظامی، اقتصادی، فرهنگی-اجتماعی مورد توجه کشورها قرار دارد. بررسی فرضیات پژوهش هم نشان داد هوش مصنوعی بر آینده و تحولات روابط بین الملل با مقدار معنی داری بیشتر از 05 / 0 موثر نیست؛ اما بر نظم بین الملل با همان مقدار معنی دار تاثیر مثبت و معناداری دارد. بر مبنای یافته های پژوهش پیش بینی می شود هوش مصنوعی بر همۀ عوامل قدرت یک دولت، به ویژه سیاست، اقتصاد، اطلاعات، نیروهای مسلح و جامعه تاثیر بگذارد.ازآنجایی که فناوری مرتبط با هوش مصنوعی به نفع نظارت پیشرفته است، لذا مسوولین کشورها باید به رویکردهای تحقیق و توسعه و به ویژه به ابعاد اقتصادی و فرهنگی آن توجه نمایند.

the use of artificial intelligence can be a powerful driving force in the future developments of the world. because in the new era based on artificial intelligence، new norms centered on human-machine and machine-machine relationships are being formed، which، independent of human and natural variables، will lead to faster developments. they predict and calculate different international therefore، investing in artificial intelligence in all aspects in developed countries will provide the basis for competition with other countries. therefore، this research has been conducted with the aim of the place of artificial intelligence in the future of international relations (case study of the united states of america) and due to the fact that the majority of political science researchers and thinkers use the current method for such research.therefore، this research is applied and descriptive-analytical in terms of type of study، and data collection is from university professors who have specialized in artificial intelligence and american studies. the research method is of mixed type. the results of the current research show that almost all countries، especially developed countries such as the united states and china، have considered achieving a competitive advantage in the field of artificial intelligence and subsequently improving their economic status as one of the main goals of artificial intelligence development.this issue can be caused by the huge economic potential of artificial intelligence development. in general، it can be concluded that the use of artificial intelligence in international relations is a tool to strengthen national power.
