آینده‌پژوهی راهبردهای حکمرانی در مقابله با چالش‌های جنگ ترکیبی

در قرن بیست و یکم، جنگ ترکیبی به‌عنوان یکی از پیچیده‌ترین اشکال جنگ‌ها شناخته می‌شود. این نوع جنگ، با به‌کارگیری از ابزارهای مختلف و روش‌های نظامی و غیرنظامی تلاش می‌کند تا دشمن را در ابعاد گوناگون تحت‌فشار قرار دهد. همچنین، با استفاده از فناوری‌های نوین، دیپلماسی فریب‌دهنده، انتشار اطلاعات نادرست و اقدامات اقتصادی شناخته می‌شود. این پژوهش به دنبال پاسخ به این پرسش است که چگونه می‌توان اصول حکمرانی را به‌گونه‌ای ترسیم و تقویت کرد که در مواجهه با جنگ ترکیبی، کارآمدی و مقاومت نظام حکمرانی حفظ شود؟ فرضیه پژوهش این است که اگر اصول حکمرانی به کمک فناوری‌های نوین، همکاری با دیگر کشورها و ایجاد سازوکارهایی برای تاب‌آوری داخلی در برابر تهدیدات جنگ ترکیبی تقویت شود، نظام حکمرانی می‌تواند در برابر تهدیدات حاصل از آن، مقاومت بیشتری داشته باشد. یافته‌های پژوهش نشان می‌دهد که نظام‌های حکمرانی که اصول خود را باتوجه‌به تغییرات و تهدیدات موجود بروز رسانی کرده، در مقابله با تهدیدات مقاوم‌تر بوده و تاثیر کمتری پذیرفته‌اند. همچنین؛ تبادل اطلاعاتی با دیگر کشورها و نهادهای بین‌المللی و استفاده از فناوری‌های نوین اطلاعاتی موجب تاثیرپذیری کمتری در مقابله با تاثیرات این نوع جنگ می‌شود. روش مورداستفاده در این مقاله، آینده‌پژوهی و سناریونویسی و مبنای نظری آن واقع‌گرایی نئوکلاسیک است و برای جمع‌آوری داده‌ها از اسناد به‌روز و معتبر بهره گرفته شده است.

in the 20th century, hybrid warfare is known as one of the most complex forms of warfare. this type of warfare, by using various military and civilian tools and methods, tries to pressure the enemy in various dimensions. it is also known for using new technologies, deceptive diplomacy, disinformation, and economic measures. this research seeks to answer the question of how governance principles can be outlined and strengthened in such a way that the efficiency and resilience of the governance system can be maintained in the face of hybrid warfare? the research hypothesis is that if governance principles are strengthened with the help of new technologies, cooperation with other countries, and the creation of mechanisms for internal resilience against the threats of hybrid warfare, the governance system can be more resistant to the threats resulting from it. the research findings show that governance systems that have updated their principles in accordance with existing changes and threats are more resilient in dealing with threats and have accepted less influence. also; information exchange with other countries and international institutions and the use of new information technologies make it less effective in dealing with the effects of this type of war. the method used in this article is futures research and scenario writing, and its theoretical basis is neoclassical realism, and up-to-date and reliable documents have been used to collect data.
