فرستادن عامدانه پناهجویان به مثابه ابزار جنگ ترکیبی: مطالعه موردی عملکرد لیبی، مراکش و تونس علیه اروپا

بحران پناهجویان در اروپا طی سال‌های اخیر یکی از آسیب‌پذیری‌های جدی ژئوپلیتیکی اروپا را آشکار ساخته است. برخی از کشورها با تکیه بر این موضوع و درک موقعیت خود، تلاش کرده‌اند از مسئله مهاجرت به‌عنوان اهرمی برای اعمال فشار بر اروپا و کسب امتیازات استفاده نمایند. پژوهش حاضر با استفاده از روش کتابخانه‌ای همراه با رویکردی توصیفی-تحلیلی، نظریات علمی موجود را ارزیابی می‌کند و ضمن بررسی رویکرد استفاده از اهرم مهاجرت انبوه به‌عنوان ابزار جنگ ترکیبی در عرصه آنارشیک سیاست بین‌الملل، از منابع اولیه و ثانویه شامل اسناد سیاستی، پژوهش های پیشین و تحلیل‌های کارشناسی برای ساخت چارچوبی جامع جهت درک تسلیح‌سازی مهاجرت بهره می‌برد.در این راستا، در پژوهش جاری پس از بررسی نظریات جنگ ترکیبی در حوزه مهاجرت، علل و پیامدهای بحران پناهجویی جاری در اروپا مورد بررسی قرار می‌گیرد. سپس تجربه عملی و تاریخی کشورهای شمال افریقا از جمله لیبی، مراکش و تونس در استفاده از ابزار ارسال پناهجویان به خاک کشورهای اتحادیه اروپا درچارچوب نظریات جنگ ترکیبی بررسی میشودنتایج این مقاله نشان می‌دهد که کشورهای مذکور با موفقیت از پناهجویان به‌عنوان ابزار فشار و چانه‌زنی برای تنظیم روابط خود با اروپا و کسب امتیازات امنیتی، سیاسی و اقتصادی در راستای تامین منافع ملی خود استفاده کرده‌اند.

mass migration as a tool of hybrid warfare: a case study of libya, morocco, and tunisia against europe

the refugee crisis in europe in recent years has revealed one of europe's serious vulnerabilities. some countries, relying on this matter and understanding their geopolitical position, have attempted to use the migration issue as leverage to pressure europe and gain concessions. the current research, using a library method with a descriptive-analytical approach, evaluates current scientific theories while examining the theory of using mass migration leverage as a tool of hybrid warfare in the anarchic arena of international politics. the study draws upon extensive primary and secondary sources, including policy documents, diplomatic communications, and expert analyses to construct a comprehensive framework for understanding migration as weaponization.in this regard, the causes and consequences of the migration crisis in europe are examined, with particular attention to the structural vulnerabilities within european immigration policies and border control mechanisms. the research then examines the practical and historical experience of libya, morocco, and tunisia in using the tool of sending refugees to european territory, and its achievements are studied in detail as case studies. the results of this article show that the mentioned countries have successfully used refugees as a tool of pressure and bargaining to regulate their relations with europe and gain security, political, and economic concessions in pursuit of their national interests.
