   استحاله گفتمان جنبش عدم تعهد از آغاز تا کنون

چکیده    با گذشت بیش از نیم قرن از تاسیس جنبش عدم تعهد همواره این جنبش از لحاظ گفتمان دچار تغییرات چشمگیری بوده است.اما جنبش عدم تعهد در گفتمان غالب خود از بدو تاسیس تا پس از جنگ سرد حالت فعال و موازنه منفی وبیطرفی مثبت را سرلوحه کار خود قرار داده وبه نوعی این گفتمان غالب به دلیل حضور رهبران اقتدارگرای وقت دولتهای موسس جنبش عدم تعهد بوده است که همواره بر سر اصول وآرمان خود می ایستادند ولی پس از جنگ سرد تا اجلاس شرم الشیخ این جنبش حالت منفعلانه ای را به خود گرفته است و بیشتر در پی موازنه مثبت می باشد و این تحول گفتمانی می تواند به دلیل فضای تک قطبی دنیا پس از جنگ سرد بوده باشد و اما از اجلاس شرم ااشیخ تا تهران جنبش به نوعی دچار بازهویتی گشته و تقریبا به حالت فعال خود باز گشته است و می توان یکی از دلایل آنرا حضور مقتدرانه ایران در جنبش قلمداد کرد زیرا در این چند سال ایران به نوعی سخنگوی کشورهای جنوب عضوجنبش در مقابل کشورهای ثروتمند شمال می باشد.مع هذا نگارنده کوشیده است تا در این پژوهش معنای گفتمان را ازنگاه ساختارگرایانی که سلف آنها فردیناند دوسوسور می باشد وهمچنین تحول گفتمانی جنبش عدم تعهد در سه دوره زمانی را به صورت توصیفی- تحلیلی بحث نماید.

   the transformation of the discourse of the non-commitment movement from the beginning until now

Abstract    with the passage of more than half a century since the establishment of the non-aligned movement, this movement has always undergone significant changes in terms of discourse. however, the non-aligned movement in its dominant discourse from the beginning of its establishment until the end of the cold war has been active and balancing negative and positive neutrality. in a way, this dominant discourse was due to the presence of the authoritarian leaders of the founding governments of the non-alignment movement who always stood by their principles and ideals, but after the cold war until the sharm el-sheikh summit, this movement has assumed a passive state and more it seeks a positive balance and this discourse evolution could be due to the unipolar atmosphere of the world after the cold war and from the meeting of sharm ashikh to tehran, the movement has been re-identified in a way and has almost returned to its active state, and one of the reasons for this can be considered the powerful presence of iran in the movement, because in these few years, iran has been a kind of spokesperson for the southern member countries of the movement. it is against the rich countries of the north.however, in this research, the author has tried to discuss the meaning of discourse from the perspective of the structuralists whose predecessors are considered bisaurus, as well as the discursive evolution of the non-alignment movement in three periods of time in a descriptive-analytical manner.
