راهبرد اروپا در قبال تحولات سوریه (مطالعه موردی انگلستان و فرانسه 2018-2011)

موقعیت ژئوپلتیک سوریه این کشور را به محل تلاقی و برخورد منافع قدرت های منطقه ای و بین المللی تبدیل کرده است. به همین دلیل با آغاز بحران در سوریه، کنشگران مختلف منطقه ای و بین المللی از جمله  کشورهای اروپایی در چارچوب اهداف و منافع خود به ایفای نقش پرداختند. برای کشورهای اتحادیه اروپا گسترش نا امنی در منطقه خاورمیانه نگران کننده است.  به همین دلیل آنها از زمان آغاز بحران در سوریه راهبردهای گوناگونی را در رابطه با تحولات این کشور اتخاذ کردند. هدف پژوش حاضر  بررسی راهبرد کلان اروپا، مطالعه موردی کشورهای فرانسه و انگلستان، که دیپلماسی فعالی در قبال سوریه اتخاذ کردند، در قبال بحران سوریه می باشد. بر همین اساس سوال اصلی بر این مبنا قرار دارد که انگلستان و فرانسه تاکنون چه راهبردهایی را در مواجهه با بحران سوریه اتخاذ کردند؟ یافته های پژوهش نشان می دهد که فرانسه و انگلستان همسو با راهبرد کلان اروپا، به تناسب روند تحولات سوریه و پیامدهای آن، راهبردهای مختلفی را تاکنون اتخاذ کرده اند که می توان آنها به ترتیب در سه قالب: الف)راهبرد تهدید و فشار با هدف تغییر رژیم؛ ب) راهبرد مداخله گرایی نظامی با محوریت مقابله با تروریسم و ج) نهایتا راهبرد حفظ وضع موجود و حمایت از فرایند دولت ملت سازی تقسیم بندی نمود. روش پژوهش تبیینی-تحلیلی است و از چارچوب نظری مکتب کپنهاگ برای تحلیل موضوع پژوهش استفاده شده است.

The EU Strategy Towards the Syrian Developments(Case Study: British and France20112018)

Syria’s geopolitics situation has turned the country to the place of encountering interests of regional and international powers. For this reason, with outbreak of the Syrian developments, each of regional and international actors such as the EU played a role in Syria on the basis of their own interests. For the EU countries spread of insecurity in the Middle East is frightening. That is why, they have adopted different strategies regarding the Syrian crisis. The research aim is examining the EU strategies towards the Syria Crisis; case study of England and France, which have pursued an active diplomacy toward the crisis. Accordingly, the question is that what were the UK and France strategies towards the Syrian crisis? The finding is that the UK and France in the framework of the EU grand strategy, in compatible to Syrian development and its outcomes have chosen different strategies that can be categorized in three sections: a) threat and pressure aimed at regime change, b) military intervention aiming to confront terrorism and finally c) maintaining status quo and supporting nationstate building procedure after stabilization of Bashar al Assad situation. The research method is analyticalexplanatory and the Copenhagen School theory was used for theoretical explanation of the research.
