منافع روسیه و بحران های منطقه قفقاز جنوبی

منطقه قفقاز جنوبی دستخوش بحرانها و منازعاتی است که برای سالیان متمادی تداوم یافته و حداقل در آینده نزدیک نیز نمی‌توان برای حل و فصل آنها امیدوار بود. به نظر می رسد نقش و حضور روسیه در این بحرانها تعیین کننده است. لذا واکاوی منافع روسیه در بحرانهای مذکور می تواند در شناخت ریشه‌ ها و ابعاد این بحرانها و ترسیم چشم انداز حل و فصل آنها کمک کننده باشد. بر این اساس، در این مطالعه با بررسی مناقشات موجود در قفقاز جنوبی و روابط کشورهای این منطقه با روسیه، تلاش شده است در چارچوب مفروضات مکتب نئورئالیسم به این سوال پاسخ داده شود که روسیه در این مناقشات چه نقشی دارد و چه اهداف و منافعی را دنبال می کند. یافته های پژوهش در راستای بررسی و پاسخگویی به این سوال نشان می دهد که روسیه بر اساس رویکرد سیاسی و امنیتی خود منطقه خارج نزدیک بویژه قفقاز جنوبی را حوزه نفوذ طبیعی خود تعریف کرده است. از این منظر هرگونه مداخله خارجی و شکل گیری زمینه های نفوذ کشورهای غربی در آن منطقه را برنمی تابد و لذا از طریق مداخله در مناقشات موجود و کمک به تداوم آنها زمینه های وابستگی کشورهای منطقه به روسیه و جلوگیری از نفوذ قدرت‌های دیگر را دنبال می کند. در این مطالعه، چارچوب نظری پژوهش نئورئالیسم در روابط بین الملل، روش پژوهش توصیفی-تحلیلی و شیوه گردآوری اطلاعات کتابخانه ای است.

Russia’s Interests and Crisis in the South Caucasus

The South Caucasus region faces a series crises and conflicts that have persisted for many years, and in the near future, we cannot be hoped for a settlement. Russia’s role in these crises seem to be decisive. Therefore, the analysis of Russia’s interests in these crises can help identify the roots and dimensions of these crises and draw a vision of their resolution. In this study, by examining the conflicts in the South Caucasus and Russia’s relations with the countries of this region, it has been attempted to answer the main question in the framework of neorealism school. The research question is: What role does Russia play in these conflicts and what goals and interests are pursued by this country? The findings of the research show that Russia, according to its political and security approach, has defined the near abroad, especially the South Caucasus, as its natural sphere of influence. Russia, therefore, does not tolerate any foreign intervention and influence of Western countries in that region. By intervening in existing conflicts and helping to continuation of the crisis, Russia pursues a policy of dependence of the countries of the region on Russia and the prevention of the influence of other powers. In this study, theoretical framework of research is neorealism in international relations; the research method is descriptiveanalytic; and the method of collecting information and data was library.
