پیشگیری از فساد اداری در نظام سلامت

زمینه و هدف: فساد یک پدیده پیچیده و چند وجهی است. علیرغم پیشرفت‌های چشمگیر در استانداردهای کلی نظام سلامت، در بیمارستان‌های کشورهای توسعه یافته و در حال توسعه، فساد در حال گسترش است و راهکارهای مقابله با آن روز به روز سخت‌تر و پیچیده‌تر می‌شود. با توجه به حیاتی بودن نقش حرفه‌مندان سلامت در ایجاد یک محیط عاری از فساد این مطالعه به بررسی عوامل فساد در بیمارستان‌ها و راهکارهای پیشگیری از آن پرداخته است.مواد و روش‌ها: مقاله حاضر یک مطالعه مروری است که از طریق جستجوی بانک‌های اطلاعات علمی و با استفاده از موتورهای جستجوگر در مقالات منتشر شده پایگاه‌های داخلی magiran, sid, iranmedex و پایگاه‌های خارجی pubmed, google schaler, scopus and wos نگارش گردیده است.ملاحظات اخلاقی: در به سامان رسیدن این تحقیق ضمن رعایت اصالت متون، صداقت و امانتداری رعایت شده است.یافته‌ها: پرداخت‌های غیر رسمی، از عوامل مهم ایجاد فساد در بیمارستان‌ها است. هنوز اطلاعات غیر محرمانه بسیاری از مراکز درمانی و سلامت برای عموم قابل رویت نیست. رکن اصلی در رصد و پایش هزینه‌های خدمات درمانی انجام شده، شفافیت، پایش مستمر و الکترونیک آن‌ها است.نتیجه‌گیری: در سازمان‌هایی که اصل پنهان کاری و محرمانگی حکم فرما باشد پیامدی چون فساد را به همراه دارد. شفافیت در عملکرد یک سازمان ناشی از تجلی فرهنگ شفافیت در جامعه است و عواملی چون تغییر نگرش جامعه و کاربرد فناوری اطلاعات مناسب، سبب ایجاد شفافیت پاسخگویی خواهد شد.

despite significant improvements in general health system standards for hospitals in developed and developing countries, corruption is spreading and the ways to deal with it are becoming more and more difficult and complicated. given the vital role of health professionals in creating a corruptionfree environment, this study examines the causes of corruption in hospitals and ways to prevent it.materials and methods: the present article is a review study that has been written by searching scientific databases and using search engines in articles published in internal databases of magiran, sid, iranmedex and external databases of pubmed, google scholars, scopus and wos.ethical considerations: honesty and confidentiality have been observed.findings: informal payments are one of the important causes of corruption in hospitals. the nonconfidential information of many health centers is still not visible to the public. the main element in monitoring the costs of medical services is transparency, continuous and electronic monitoring.conclusion: in organizations where the principle of secrecy and confidentiality prevails, it has consequences such as corruption. transparency in the performance of an organization is due to the manifestation of the culture of transparency in society, and factors such as changing the attitude of society and the use of appropriate information technology, will lead to transparency and accountability.
