مدیریت بحران مبتنی بر سامانه های تصمیم یار

زمینه و هدف: این تحقیق با مدنظر قراردادن اینکه مدیریت بحران در محورهایِ شناخت بحران و پیشگیری آن، کنترل پیامدهای ناشی از بحران، مقابله با بحران و کاهش سطح آسیب‌پذیری است و با این دغدغه که مشکل اساسی در حوزه مدیریت بحران، نبود هماهنگی و همکاری کارآ بین سازمانهای دخیل و استفاده بهینه از امکانات دردسترس است، با هدف اصلی «تبیین نقش سامانه های تصمیم یار در مدیریت بحران» تدوین شده است.روش: این پژوهش با در نظر گرفتن شاخصهای موثر در حوزه مدیریت بحران با به کارگیری روش تحقیق توصیفی (موردی زمینه ای) و استفاده از آمارهای استنباطی در یک جامعه آماری صد نفری انجام شده است.نتایج و یافته ها: نتایج تحقیق حاکی از آن است که مدیریت بحران مبتنی بر سامانه های تصمیم یار در پیشگیری، کنترل و اقدام در برابر بحرانها با ایجاد هم افزایی مطلوب با دیگر نهادها و سازمانها، ترویج روشهای مدیریت بحران و نحوه کنترل امور و کاهش تنش در زمان بحران، تهیه بانکهای اطلاعاتی جامع، استخراج نقشه های توپوگرافی منطقه و تحلیل آنها، راهنمایی در حوزه تصمیم گیری و تصمیم سازی، استفاده از شبکه های خبری و رسانه ها در جهت آگاه سازی، ارائه گزارشها از وضعیت مناطق تحت پوشش و تلفیق اطلاعات بدست آمده با تجربیات و به کارگیری آن در صحنه عمل و همچنین استفاده از توان نرم افزاری و سخت افزاری می تواند نقش آفرین باشد.

Decision-Support System-Based Crisis Management

Background and objectives: Considering that crisis management addresses the issues of recognition and prevention of crisis, the crises consequences control, dealing with crisis and reducing the level of vulnerability, and the fact that the fundamental problem in the field of crisis management concerns the lack of efficient coordination and cooperation between organizations involved and the optimum use of available facilities this study has been conducted with the aim of clarifying the role of decision support systems in crisis management.Methodology: Taking the effective measures in the area of crisis management into account, this study has been conducted using descriptive research method and inferential statistics in a statistical population of 100.Findings and results: The results indicate that the decision-support system-based crisis management can play a role in the following: preventing, monitoring and responding to the crisis by creating favorable synergies with other agencies and organizations, promoting methods of crisis management and how to control and reduce stress in times of crisis, providing comprehensive database, mining topography maps and analyzing them, helping in decision-making and decision-taking, using network news and media for notifications, making a report on the status of the areas covered, integrating data with experience and applying it in practice, and also using the power of software and hardware.
