ماهیت‌شناسی تهدید نرم با رویکرد انتظامی

زمینه و هدف: تهدید نرم از مقوله‌هایی است که میزان شناخت و عمق درک نهادهای انتظامی و امنیتی از چیستی و ماهیت آن،‌ میزان موفقیت آنها را در اجرای مطلوب ماموریتها و وظایفشان، تا حدزیادی متاثر می‌کند؛ بنابراین تحقیق حاضر باهدف شناخت چیستی و ماهیت تهدید نرم با رویکرد انتظامی و با نگاهی به ارتقای امنیت عمومی انجام شده است.روش: روش تحقیق پژوهش حاضر از نظر داده‌ها، کیفی از نوع تحلیل محتوا و از نظر اهداف،‌ کاربردی است. جامعه آماری پژوهش حاضر استادان صاحب‌نظر در حوزه امنیت ملی و انتظامی هستند که با استفاده از نمونه‌گیری هدفمند از میان آنها، ده نفر ‌انتخاب شدند و برای جمع‌آوری داده‌ها از روش مصاحبه عمیق استفاده شد. داده‌های تحقیق متکی به نقل قولهای پرسش‌شوندگان است. یافته‌ها و نتایج: در پاسخ به‌ سوالات تحقیق، ابعاد اجتماعی- فرهنگی، سیاسی و اقتصادی، سطوح راهبردی، میانی و تاکتیکی، مولفه‌های هویت ملی، انسجام اجتماعی، سرمایه اجتماعی، الگوهای رفتاری، دلبستگی ملی، آمادگی ملی، اندیشه‌های حاکم، آداب و رسوم، سبک زندگی، نگرش به حاکمیت، منش و رفتار اجتماعی و هشت راهکار پیشگیری و مقابله به‌دست آمدند. نتیجه اینکه آمادگی پلیس برای پیشگیری و مقابله با تهدیدات نرم، نیازمند پیش‌بینی و شناسایی شرایط وقوع این تهدیدات، ایجاد فضای مشترک ذهنی بین متصدیان در سایر نهادها و اعلام هشدار به آنها و درنتیجه تلاش برای ایجاد هماهنگی به‌منظور اقدام موثر است.

The Ontology of Soft Threat with Disciplinary Approach

Background and objectives: Soft threat is of the category which is largely influenced by the deep understanding of law enforcement and security agencies of its nature, and their success in the implementation of the favorable missions and tasks. This study aimed to identify the nature of the soft threat with a disciplinary approach and a view to promoting public safety.Methodology: The research methodology in terms of the data is qualitative and of a content analysis type. In terms of its objective, this study is of an applied research type. The statistical population of the study included the expert professors in the field of national security and law enforcement. Using purposive method 10 individuals were selected. The data were gathered using in-depth interviews. The obtained data are based on the quotations of the respondents.Findings and results: In response to the survey questions, the socio-cultural, political, and economic dimensions, the strategic, intermediate, and tactical levels, the components of national identity, social cohesion, social capital, behavioral patterns, national interest, national preparedness, the ruling ideas, customs, lifestyle, attitude towards the rule, manners and social behavior, and eight prevention and tackle strategies were obtained. As a result, the readiness of the police to prevent and cope with soft threats requires predicting and identifying conditions of these threats, creating a common mental space between incumbents in other institutions and alert them and therefore to attempt to coordinate for taking effective measures.
