شناسایی مولفه های درون سازمانی موثر در چابک سازی واحدهای جرم یابی فراجا

زمینه و هدف: یکی از موضوعات مهم در سازمان‌ها و نهادهای مختلف به‌ویژه پلیس و واحدهای تحت امر آن ازجمله واحدهای جرم‌یابی در رابطه با انجام وظایف و ماموریت‌های محوله و ارائه خدمت به ذی‌نفعان، افزایش میزان سرعت و چابکی می‌باشد. در این زمینه مولفه‌های درون‌سازمانی مختلفی موثر بوده و دست‌یابی به این مهم در گرو شناخت این مولفه‌ها است، هدف این پژوهش، شناسایی مولفه‌های مهم درون‌سازمانی در چابک‌سازی واحدهای جرم‌یابی فراجا می‌باشد.روش: پژوهش از نظر هدف، کاربردی، از حیث ماهیت توصیف - تحلیلی و از نظر روش، کیفی - کمی (آمیخته) است. جامعه آماری در بخش کیفی شامل: خبرگان پلیس‌های تخصصی در حوزه جرم‌یابی است که با روش نمونه‌گیری هدف‌مند و اصل اشباع نظری،20 نفر به‌عنوان نمونه انتخاب شدند، ابزار جمع‌آوری داده‌ها در بخش کیفی مصاحبه نیمه‌ساختاریافته و برای اطمینان از روایی از نظر اساتید و برای پایایی از روش بازآزمون، مقایسه و تکرارپذیری استفاده شد. داده‌ها با روش تحلیل محتوا و استفاده از نرم‌افزار «مکس کیودا» تحلیل شد. در بخش کمی، جامعه آماری 95 نفر از روسا، جانشینان و معاونین پلیس‌های تخصصی به‌صورت تمام شمار انتخاب شدند، ابزار گردآوری داده‌ها، پرسش‌نامه محقق ساخته حاصل از مولفه‌های استخراج بخش کیفی و برای اولویت‌بندی مولفه‌ها و شاخص‌های تحقیق از آزمون فریدمن استفاده شده است.یافته‌ها: در بخش کیفی مولفه‌های شناسایی‌شده در قالب 5 مولفه اصلی و 35 مولفه فرعی دسته‌بندی شد. مولفه‌های اصلی، شامل: ساختار و سازمان، منابع انسانی، فناوری، تجهیزات و امکانات، فرایندها وروش‌ها است. در بخش کمی از طریق تحلیل خروجی پرسش‌نامه‌ها مشخص شد، مولفه‌های شناسایی شده در سطح مطلوب هستند.نتیجه‌گیری: مولفه‌های درون‌سازمانی شناسایی‌شده، شناخت مناسبی در خصوص روش‌ها و راه کارهای چابک‌سازی واحدهای جرم‌یابی فراجا ایجاد و بسترهای لازم برای بالارفتن میزان انعطاف‌پذیری، شایستگی، پاسخ‌گویی و سرعت در واحدهای جرم‌یابی محقق خواهد ساخت.

identifying effective internal organizational components in the agility of extra-legal crime detection units

background and objective: one of the important issues in various organizations and institutions, especially the police and the units under its command, including crime detection units, in relation to the performance of assigned tasks and missions and providing service to the beneficiaries, is to increase the speed and agility. this research is to identify the important internal components in the agility of faraja crime detection units.method: the research is applied in terms of purpose, in terms of its descriptive-analytical nature, in terms of method, it is qualitative-quantitative (mixed). people were selected as a sample. the data collection tool in the qualitative part was done through semi-structured interviews, and the qualitative results of the content analysis were obtained by using the software max kiuda. were selected in full; the data collection tool in the quantitative part was done through a questionnaire made by the researcher from the extracted components and indicators of the qualitative part. in order to rank and validate the components in the quantitative part, the analysis method was used in the form of factor analysis and structural equations using spss and smart pls3 software. became.findings: in the qualitative section, the identified intra-organizational components were categorized into 5 main components and 35 indicators. the main components include 5 components of structure and organization, human resources, technology, equipment and facilities, processes and methods with a total of 35 indicators and a quantitative part was determined by analyzing the output of the questionnaires. are at the desired level.conclusion: the identified intra-organizational components will create a proper understanding of effective solutions and the flexibility of the crime detection units in faraja, creating the necessary websters to increase the flexibility, competence, responsiveness and speed of the crime detection units in performing their duties and missions.
