بررسی بایسته‌های مدیریت انتظامی یکپارچه پلیس‌های تخصصی در پیشگیری از جرم

زمینه و هدف: با توسعه بسترهای سخت‌افزاری و نرم‌افزاری؛ سطح پیچیدگی جرایم نیز به‌طور چشم‌گیری بالا رفته است. مساله قابل تامل، گستردگی دامنه وظایف فرماندهی انتظامی جمهوری اسلامی ایران و تعدد پلیس‌های تخصصی است که به‌طور ویژه در راستای مقابله و پیشگیری از جرائم فعالیت دارند. بنابراین در این پژوهش، به بررسی بایسته‌های مدیریت انتظامی یکپارچه پلیس‌های تخصصی در پیشگیری از جرم، پرداخته شده است.روش: این تحقیق، یک پژوهش کیفی از نوع تحلیل محتوای جهت‌دار است که از نظر هدف، کاربردی است. مشارکت‌کنندگان در این پژوهش 20  نفر هستند که در ابتدا 18 نفر از مدیران ارشد پلیس‌های تخصصی و نیز معاونت عملیات فراجا از حوزه مرکزی به روش نمونه‌گیری هدفمند تا اشباع نظری انتخاب شده‌اند. سپس برای اتقان نظری بیشتر، 2 نفر از کارشناسان خبره قضایی خارج از مجموعه فراجا نیز مشارکت داده شدند. روش گردآوری داده‌ها میدانی و ابزار آن مصاحبه نیمه‌ساختاریافته است. داده‌ها به روش صوری و تکرارپذیری از نظر روایی و پایایی تایید و همچنین برای تحلیل داده‌ها از نرم‌افزار مکس‌کیودا استفاده شده است. یافته‌ها: با تحلیل داده‌های حاصل از مصاحبه‌های نیمه‌ساختار، در مجموع 136 مورد از بایسته‌های مدیریت انتظامی یکپارچه پلیس‌های تخصصی ذیل 24 محور اصلی در راستای پیشگیری از جرم شناسایی شدند که برخورداری از بینش راهبردی، اشراف اطلاعاتی جامع، اطلاعات‌محوری، شبکه دانش و اطلاعات، اصلاح ساختار و بهبود فرایندها، خدمات‌رسانی مطلوب، پیشگیری مردم پایه، گفتمان‌سازی، تعامل فرا فعال، وحدت فرماندهی و هدایت عملیات انتظامی، برنامه‌ریزی، سازمان‌دهی و هماهنگی یکپارچه عملیات انتظامی، طرح‌ریزی یکپارچه عملیات انتظامی، پیشگیری فناورانه یکپارچه، هوشمندسازی فرایندها  از جمله شناسه‌های محوری آن هستند.نتیجه­ گیری: مدیریت انتظامی یکپارچه پلیس‌های تخصصی در پیشگیری از جرم؛ مستلزم هماهنگی حداکثری پلیس‌های تخصصی فراجا  در گام‌های مختلف برنامه‌ریزی، سازماندهی، هماهنگی، پیاده‌سازی و اجرای فرایندهای پیشگیرانه از جرم است که توجه به شناسه‌ها و بایسته‌های شناسایی شده در این پژوهش می‌تواند فرماندهان، مدیران و روسای پلیس‌های تخصصی را در صحنه سیاست‌گذاری و میدان اجرای سیاست‌ها و تدابیر اتخاذ شده راهنما و کمک کار باشد.

examining the needs of integrated police management of specialized police in crime preventionabstractbackground and objective: with the development of hardware and software platforms; the level of complexity of crimes has also increased significantly. the issue to consider is the scope of the duties of the islamic republic of iran's police command [faraja] and the number of specialized police officers who are mainly active in combating and preventing crimes. therefore, in this research, under the title of examining the needs of integrated police management in crime prevention, it has been addressed.methodology: this research is a qualitative research of the type of directed content analysis, which is practical in terms of its purpose. there are 20 participants in this research; at first, 18 senior managers of the specialized police and the deputy of faraja operations were selected from the central area by purposeful sampling method until theoretical saturation. then, for more theoretical knowledge, 2 judicial experts from outside the faraja group were also involved. the method of data collection is field and the tool is semi-structured interview. the data has been verified in a formal and reproducible manner in terms of validity and reliability, and maxquda software has been used for data analysis.findings: by analyzing the data obtained from semi-structured interviews, a total of 136 cases of integrated disciplinary management requirements of specialized police officers under 24 main axes in the direction of crime prevention were identified, which include strategic vision, comprehensive information elites, central information, knowledge and information network, reform structure and improvement of processes, optimal service delivery, grassroots prevention, dialogue creation, hyperactive interaction, unity of command and direction of law enforcement operations, integrated planning/organization/coordination of law enforcement operations, integrated planning of law enforcement operations, integrated technological prevention, smartening of processes are among its key identifiers.results: the integrated police management of specialized police in crime prevention requires the maximum coordination of specialized police in various steps of planning, organizing, coordinating, implementing and implementing crime prevention processes; paying attention to the identifiers and requirements identified in this research can be a guide and help to the commanders, managers and chiefs of the specialized police in the policy-making scene and the field of implementing the adopted policies and measures.keywords: police management, integration, crime prevention, specialized police, police command of the islamic republic of iran.-------------------------------------------------------------------------------examining the needs of integrated police management of specialized police in crime preventionexamining the needs of integrated police management of specialized police in crime preventionexamining the needs of integrated police management of specialized police in crime preventionexamining the needs of integrated police management of specialized police in crime preventionthe integrated police management of specialized police in crime prevention
