شناسائی مولفه های الگوی مدیریت انتظامی مبتنی بر خط مشی های بیانیه گام دوم انقلاب

زمینه و هدف: به منظور نهادینه سازی خط مش‌ی های بیانیه گام دوم انقلاب اسلامی و طراحی الگوی مدیریتی بر اساس نکات کلیدی بیانیه مذکور و همچنین توجه به این مهم که تمام سازمان‌ها و تشکیلات حکومتی مشروعیت خود را از ولی فقیه می‌گیرند و ایشان نیز خط مش‌ی های کلی را نیز صادر می نمایند، لذا پژوهش حاضر باهدف «شناسایی مولفه‌های الگوی مدیریت انتظامی» مبتنی بر خط مش‌ی های بیانیه گام دوم انجام شده‌است. روش: این پژوهش از نظر هدف کاربردی است و از نظر نحوه گردآوری داده‌ها پژوهشی کیفی-کمی محسوب می‌شود. که برای گردآوری داده‌ها از روش مصاحبه نیمه ساختاریافته با انجام مصاحبه از مدیران و کارشناسان و اساتید دانشگاهی انتظامی مرتبط به تعداد 9 نفر، به اشباع نظری رسیده و در بخش کمی پژوهش نمونه آماری با روش نمونه گیری هدفمند نظری از 39 نفر از فرماندهان و مدیران ارشد انتظامی آذربایجان غربی با روش تحلیل مضمون مولفه‌های نهائی استخراج گردیدند. در نهایت برای محاسبه پایایی بخش کیفی از روش پایایی بین دو کدگذار با نتیجه نهایی (%72) و برای محاسبه پایایی بخش کمی از ضریب آلفای کرونباخ با نتیجه نهایی (0.83) استفاده شده‌است. یافته‌ها: با توجه به بیانیه گام دوم به‌عنوان مهمترین خط مشی تراز اول جمهوری اسلامی ایران و همچنین یک سند بالا دستی الگوی مدیریت انتظامی در قالب 105 مفهوم دسته بندی و در نهایت  11 مولفه اصلی شناسایی گردید.نتیجه: نتایج کلی نیز نشان داد ترتیب اولویت ابعاد شناسایی‌شده در راستای طراحی الگوی مدیریت انتظامی مولفه‌های؛ 1) پرهیز از اشراف گری مدیران انتظامی، 2) عدم غرب زدگی مسئولین انتظامی، 3) شجاعت ، جهادگری و ایثارگری مسئولین و فرماندهان انتظامی ، 4) معنویت گرائی اعمال مدیریت انتظامی، 5) واقع بینی و امیدبخشی در طرح‌های انتظامی، 6) حفظ ارزش ها و شعارهای انقلاب اسلامی، 7) بصیرت دینی و سیاسی فرماندهان انتظامی، 8) فرصت‌سازی، ظرفیت گرائی و جوان مداری در انتصابات فرماندهان، 9) عدالت و اعتدال،10) برنامه مدار و عمل‌گرا در عملیات‌های پلیسی و 11) پیش‌بینی و پیشگیری و مبارزه با جرائم انتظامی؛ می‌باشد.

identifying the components of the police management model based on the policies of the second step statement of the revolution

abstract :background and purpose: in order to institutionalize the policies of the statement of the second step of the islamic revolution and to design a management model based on the key points of the said statement, and also to pay attention to the fact that all organizations and government formations derive their legitimacy from the religious guardian and he also they also issue general policies, therefore, the current research was conducted with the aim of identifying the components of the police management model based on the policies of the second step statement.method:this research is practical in terms of its purpose, and it is considered a qualitative-quantitative research in terms of the method of data collection. that to collect data from the semi-structured interview technique by interviewing 9 people from law enforcement (managers, experts and related university professors), a theoretical saturation was reached and in the quantitative part of the research, the statistical sample was 39 people using the theoretical purposeful sampling method. the commander and chief police officer of west azerbaijan were extracted by the content analysis method of the final components. and finally, to calculate the reliability of the qualitative part, the reliability method between two coders was used with the final result (72%) and to calculate the reliability of the quantitative part, cronbach's alpha coefficient was used with the final result (0.83).findings: the second step statement was classified as the most important first-level policy of the islamic republic of iran and among the high-level documents in the form of 105 concepts and finally 11 main components were identified.result:the general results also showed that the order of priority of the identified dimensions in line with the design of the disciplinary management model of the components; 1) avoiding the aristocracy of law enforcement managers, 2) non-westernization of law enforcement officials, 3) courage, jihadism and self-sacrifice of law enforcement officers and commanders, 4) spiritualism of law enforcement management practices, 5) realism and hope in law enforcement plans, 6) preserving value. and slogans of the islamic revolution, 7) religious and political insight of police commanders, 8) opportunism, capacity building and youth orientation in the appointments of commanders, 9) justice and moderation, 10) program oriented and pragmatic in police operations, 11) prediction and prevention and fighting police crimes; is.result:the general results also showed that the order of priority of the identified dimensions in line with the design of the disciplinary management model of the components; 1) avoiding the aristocracy of law enforcement managers, 2) non-westernization of law enforcement officials, 3) courage, jihadism and self-sacrifice of law enforcement officers and commanders, 4) spiritualism of law enforcement management practices, 5) realism and hope in law enforcement plans, 6) preserving value.
