نظام آینده پژوهی راهبردی نیروی انتظامی

زمینه و هدف: حوزه محیطی نیروی انتظامی به‌واسطه فناوری های نوپدید، بسیار پیچیده، مبهم، دارای عدم قطعیت و پویا است و باید علاوه بر توانایی مدیریت تغییرات تدریجی، گسستگی‌ها را به سرعت تشخیص و مدیریت نماید. پاسخگویی به شرایط جدید نیازمند سازمانی پویا، منعطف و دارای توان تصمیم و عکس العمل سریع در برابر شرایط متغییر محیطی است و این امر به طور محسوسی بر ثبات سیستم سیاسی و محبوبیت حاکمیت اثر می گذارد.روش: در این پژوهش از روش‌های کمی و کیفی (آمیخته اکتشافی) جهت تحقق اهداف پژوهش، با مرور نظام مند منابع و انجام مصاحبه‌های عمیق با 12 نفر از صاحب‌نظران و خبرگان، عناصر نظام آینده پژوهی راهبردی در نیروی انتظامی استخراج شد. در فاز بعد، به اعتباریابی مولفه ها و فعالیت ها و تعیین اهمیت آنها به کمک میانگین رتبه و معادلات ساختاری با دریافت نظرات 24  نفر از خبرگان مجرب پرداخته شده است. میزان آلفای کرونباخ و پایایی ترکیبی تحقیق به ترتیب معادل 742/. و 782/. است.یافته ها: در یافته های تحقیق به ارائه فرایند، مولفه و فعالیت های نظام آینده پژوهی راهبردی در نیروی انتظامی و رتبه بندی آنها در فرایند ورودی در مولفه پویش و پایش، فرایند پردازش در مولفه تحلیل و تفسیر، فرایند پردازش در مولفه تحلیل و تفسیر و فرایند بازخورد در مولفه پیامدسنجی پرداخته شد. فعالیت های نظام آینده پژوهی در مولفه های مختلف شامل: پویش و پایش حرفه ای، تحلیل عوامل کلیدی، تحلیل پیشران ها،  تحلیل علی لایه ای،  شناسایی و تحلیل علایم ضعیف تغییر، توسعه قابلیت‌های آینده (تجهیزات، آموزش، دکترین، سامانه، ساختار و فرایند) و ... هستند.

background and objective: the environmental field of the police force is highly complex, ambiguous, uncertain and dynamic due to emerging technologies, and in addition to the ability to manage gradual changes, it must quickly detect and manage disruptions. responding to new conditions requires a dynamic, flexible organization with the ability to make decisions and react quickly to changing environmental conditions, and this significantly affects the stability of the political system and the popularity of governance.methods: in this research, elements of strategic future research system in the police force were extracted from quantitative and qualitative methods (exploratory mixed method) to achieve the objectives of the research, by systematically reviewing sources and conducting in-depth interviews with 12 experts. in the next phase, the components and activities are validated and their importance is determined using the average ranking and structural equations with the opinions of 24 experienced experts. cronbach’s alpha and composite reliability of the research are equal to .742 and .782, respectively.findings: in the research findings, to present the process, component and activities of the future strategic research system in the police force and their ranking in the input process in the scanning and monitoring component, the processing process in the analysis and interpretation component, the processing process in the analysis component and interpretation and feedback process were discussed in the component of outcome measurement. activities of the futures research system in various components including: professional scanning and monitoring, analysis of key factors, analysis of drivers, causal analysis of layers, identification and analysis of weak signs of change, development of future capabilities (equipment, training, doctrine, system, structure and process) and so on.
