بررسی عوامل موثر بر قانون‌گریزی و ارائه راهکارهای پیشگیرانه(مورد مطالعه: شهر گرگان)

هدف: حفظ نظم اجتماعی در جامعه مستلزم وجود قانون و حاکمیت قانون است که نشات گرفته و بر خواسته از تکالیف اجتماعی و اخلاقی است؛ بنابراین پژوهش حاضر با هدف بررسی عوامل موثر بر قانون‌گریزی و ارائه راهکارهای پیشگیرانه در شهر گرگان انجام شد.روش: تحقیق حاضر از نظر هدف کاربردی است و به روش پیمایشی انجام شد. برای جمع‌آوری داده‌ها از پرسشنامه محقق ساخته استفاده شد. جامعه آماری کلیه شهروندان بالای 15 سال ساکن شهرستان گرگان در سال 1399 بودکه حجم نمونه با استفاده از فرمول کوکران به تعداد 395 نفر شد. ضریب آلفای کرونباخ برای آزمون پایایی 76/. به دست آمد.یافته‌ها: نتایج این تحقیق نشان داد که از بین عوامل هفت‌گانه قانون‌گریزی برحسب میزان همبستگی به ترتیب اولویت اعتماد اجتماعی (0.562)، پیوند اجتماعی (0.465)، پنداشت از قانون‌شکنی (0.253)، احساس آنومی (0.291) و شرمساری اجتماعی (0.374) بودند و متغیرهای نظارت و کنترل اجتماعی غیررسمی و آگاهی از قانون نتوانست سهمی از تبیین قانون‌گریزی را به خود اختصاص بدهد و بر این اساس از معادله کنار گذاشته شدند. ضریب تعیین ( ) به دست آمده در ارتباط با قانون‌گریزی برابر با 0.73 شد.نتایج: در منطقه مورد بررسی نتایج نشان می‌دهد، توجه به مسائلی از جمله بالا بردن اعتماد اجتماعی در بین شهروندان، پیوند اجتماعی و کاهش احساس آنومی می‌تواند تاثیر بسزایی در کاهش قانون‌گریزی و پیشگیری از آن را ایفا نمایند.

Investigating the factors affecting lawlessness and providing preventive solutions (Case study: Gorgan)

Background and objective: Maintaining social order in society requires the existence of law and the rule of law, which originates from the demands of social and moral duties. Therefore, the present study was conducted to investigate the factors affecting lawlessness and provide preventive solutions in Gorgan.Method: In terms of its objectives the present study is of an applied research type and was conducted using survey method. A researchermade questionnaire was used to collect data. The statistical population was all citizens over 15 years old living in Gorgan in 2020.  The sample size was set at 395 individuals using the Cochran's formula. Cronbach's alpha coefficient for the reliability test was obtained as 0.76.Findings: The results of this study showed that among the seven factors of lawlessness in terms of the degree of correlation were the priority of social trust (0.562), social bond (0.465), the notion of lawbreaking (0.253), sense of anomie (0.291) and social embarrassment (0.374) and the variables of informal social monitoring and control and knowledge of the law could not account for the explanation of lawlessness and were therefore excluded from the equation. The coefficient of determination () obtained in relation to lawlessness was equal to 0.73.Results: In the study area, the results show that paying attention to issues such as increasing social trust among citizens, social bonding and reducing the sense of anomie can play a significant role in reducing and preventing lawlessness
