سازوکارهای پلیس در پیشگیری اجتماعی از جرایم تروریستی

زمینه و هدف: هدف سازوکارهای پیشگیرانه اجتماعی پلیس، پیشگیری از گرایش افراد به تروریسم و پدیداری نسل نوینی از نیروهای تروریستی است. در واقع، آسان شدن ترویج و توجیه ایده‌های افراطی در میان افراد باعث شده که گذار اندیشه تروریستی به اقدام تروریستی بیشتر شود. از این رو، باید سازوکارهایی را پیش بینی کرد که با آن نظارت بیشتری به منظور پیشگیری از دسترسی به اطلاعات و ایده‌های تروریستی به عمل آید. در این میان، تعامل بین پلیس و جامعه مدنی در رد اندیشه‌های افراطی که به خشونت و تروریسم می‌انجامد بسیار مهم هستند، چنان که با حساسیت بیشتر آنان می‌توان از ترویج و اثرگذاری آن ایده‌ها و در نتیجه اقدام تروریستی پیشگیری کرد.یافته‌ها: اتخاذ سازوکارهای مناسب ارتقای همکاری بیشتر بین مقامات مسئول مبارزه با تروریسم، لزوم آموزش و ارتقاء آگاهی‌های عمومی مردم در مورد تهدیدات تروریستی، ضرورت کسب اطلاعات از طریق گزارش جرایم تروریستی، ایجاد ساختار اختصاصی مقابله با تروریسم، لزوم آموزش و تربیت ماموران پلیس در مبارزه با تروریسم است.نتیجه گیری: مجموعه سازوکارهای پیشگیرانه اجتماعی پلیس بر شخصیت، طرز تفکر افراد و بر وضعیت‌های پیش از ارتکاب جرم اثر می‌گذارد تا از پیدایش و ترویج ایده‌های افراطی که می‌تواند باعث اقدام تروریستی شود، پیشگیری کند.

Police preventive social mechanisms against terrorism

Introduction: The purpose of the social preventive mechanisms of the police is to prevent the tendency of individuals to terrorism and the emergence of a new generation of terrorist forces. In fact, facilitating the promotion and justification of extremist ideas among individuals has led to a greater transition from terrorist thought to terrorist action. Therefore, mechanisms should be envisaged with more oversight to prevent access to terrorist information and ideas. Meanwhile, the interaction between the police and civilreligious society is very important in rejecting extremist ideas that lead to violence and terrorism, as their greater sensitivity can prevent the promotion and influence of those ideas and, consequently, terrorist action.Method: The present study has been done in terms of collecting information by documentary method and by studying international documents, reliable sources, related articles and the obtained information has been analyzed descriptivelyanalytically.Results: Our findings include adopt appropriate mechanisms to promote further cooperation between counterterrorism officials, the need to educate and raise public awareness about terrorist threats, allocate a hotline for reporting terrorist crimes, establish a dedicated counterterrorism structure, and train police officers in the fight against terrorism.Conclusion: A set of socially preventive mechanisms by the police affect the personality, mindset of individuals and precrime situations to prevent the emergence and promotion of extremist ideas that can lead to terrorist acts.
