دلایل، زمینه ها و فرایندهای اجتماعی موثر بر اعتماد اجتماعی شهروندان با تاکید بر عملکرد پلیس از نظر کارکنان کلانتری های شهر کرمان

زمینه و هدف: پلیس جمهوری اسلامی ایران به دلیل حجم و گستره وسیع ماموریت هایش به طور مداوم با بدنه جامعه در ارتباط است. از این رو این ارتباط تنگاتنگ پلیس با جامعه ایجاب کننده شرایطی است تا پلیس و مردم بتوانند تعاملات مطلوبی با هم داشته باشند. بنابراین در تحقیق پیش رو تلاش شده است تا شناخت وسیع تری از دلایل، زمینه ها و فرآیند های اجتماعی موثر بر اعتماد اجتماعی شهروندان با تاکید بر عملکرد پلیس  به دست آورد. روش: پژوهش حاضر از نظر هدف کاربردی و به لحاظ روش، توصیفی و از نظر نوع مطالعه از نوع تحقیقات کیفی مبتنی بر روش داده بنیاد است. جامعه آماری شامل کلیه پرسنل کلانتری های شهر  کرمان است. مشارکت کنندگان در پژوهش را 31 نفر از پرسنل کلانتری های  شهر کرمان در سال 1399 هستند و از مصاحبه نیمه ساختاریافته به عنوان ابزار گردآوری داده ها استفاده شده است. برای رسیدن به معیار قابلیت اعتماد از سه روش کنترل یا اعتباریابی توسط اعضا، مقایسه های تحلیلی و استفاده از تکنیک ممیزی  بهره گرفته شده است.یافته ها: پس از تحلیل یافته های پژوهش، مقوله های هماهنگی بین نهادی؛ بی طرفی و مدیریت  فضایی به عنوان  مهمترین شرایط زمینه ای، نگاه ابزاری به پلیس؛ روابط و تبعیض؛ محدودیت امکانات؛ توانمندی و آگاهی رسانی پلیس به عنوان شرایط علی، مدیریت غیر مشارکتی؛ احتمال بروز ناامنی ناشی از بحران اقتصادی و فرهنگی و بحران فرهنگی کرونا به عنوان شرایط مداخله گر؛ فرسودگی شغلی؛ رسیدگی به معیشت  نیروی پلیس و عدالت رویه ای به عنوان فرآیندها؛ نابسامانی و افزایش پرونده های قضایی به عنوان پیامدها تعیین شدند.نتیجه گیری: نتایج بررسی نشان می دهد که رضایت عملکردی رفتاری مردم از پلیس که با توانمندی، آگاهی رسانی، احترام به حقوق شهروندی در ارتباط است، می تواند بر ایجاد اعتماد به پلیس موثر باشد.

Citizens'''' semantic understanding and interpretation of social trust with emphasis on police performance in protected areas of Kerman police stations based on grounded theory

. Hence, the close association of the police and society requires conditions under which the police and people could properly interact with each other. Thus, in this research, there has been an attempt to achieve a broader perception of the reasons, contexts and social processes affecting the social trust with an emphasis on police performance. Method: Necessary data were collected and regulated by indepth interviewing in the framework of grounded theory and using theoretical sampling of 31 subjects selected from personnel of Kerman police stations.Findings: After analyzing the research findings, the categories including social media capacity, coordination between police and other organizations, police neutrality, judicial distrust, environmental and spatial management as background conditions, taking advantage of police, relations and prejudice, facilitypersonnel limitation, fear of crime, police performancebehavioral satisfaction, police capability, police professional capability, social notification, respect for citizenship rights, functional empowerment as causal conditions, nonparticipatory management, probability of insecurity owing to economic crisis, cultural crisis due to COVID19 pandemic, probability of insecurity owing to cultural crisis were determined a force empower, oesses of insecurity and fear of crime, chaos and increase in lawsuits, subversive culture, decline, strengthening civil rights were determined as consequences.Conclusion: Finally, the concept of trust performance of police department and government was selected as the core category. The results of the study demonstrate that the police performance along with the government performance, especially in dealing with corruption and under economic crisis that is directly associated with people''s livelihood, can affect building/declining trust in police.
