شناسایی و اولویت‌بندی نیازهای آموزشی شهروندان در راستای ارتقای فرهنگ ترافیک (موردمطالعه شهر ایلام)

زمینه و هدف: آموزش در حوزه ترافیک و حمل‌ونقل، مهم‌ترین اصل در میان سایر اصول (اجرای مقررات، مهندسی ترافیک و شرایط محیطی) محسوب می‌شود؛ بنابراین اولین گام در راستای بهبود عملکرد و رفتار ترافیکی شهروندان، شناسایی صحیح و دقیق نیازهای آموزشی است. هدف این پژوهش شناسایی و اولویت‌بندی نیازهای آموزشی شهروندان شهر ایلام در راستای ارتقای فرهنگ ترافیک است.روشپژوهش از نظر هدف کاربردی و از لحاظ ماهیت کلی از نوع آمیخته است که در چارچوب مراحل کیفی و کمّی اجرا شد. در مرحله کیفی برای تجزیه‌وتحلیل داده‌ها از روش تحلیل محتوا و در مرحله کمّی از روش تحلیل عاملی تاییدی استفاده شد. مصاحبه نیمه‌ساختاریافته به‌عنوان ابزار پژوهش در مرحله کیفی به کار رفت و با روش نمونه گیری هدفمند 15 نفر از روسا و مدیران پلیس راهور و راه، سازمان راهداری و حمل‌ونقل جاده‌ای کشور و استان ایلام به‌عنوان افراد مشارکت‌کننده انتخاب شد. یافته‌های مرحله مطالعه کیفی مبنای طراحی پرسش‌نامه به‌عنوان ابزار گردآوری داده در مرحله کمّی قرار گرفت؛ در این مرحله از 48 نفر از کارشناسان و مسئولان مرتبط با آموزش فرهنگ ترافیک پرسشگری به عمل آمد.یافته‌ها: پنج شاخص شامل، آموزش قوانین و مقررات راهنمایی و رانندگی، آموزش عبور و مرور ایمن، آموزش شیوه صحیح و ایمن استفاده از وسایل نقلیه عمومی، آموزش علائم و تجهیزات رانندگی، آموزش استفاده صحیح و ایمن از وسایل نقلیه شخصی به‌عنوان نیازهای آموزشی شهروندان در راستای ارتقای فرهنگ ترافیک شناسایی شد. نتایج: نتایج نشان از این دارد که تمامی مولفه‌های شناسایی‌شده محتوای برنامه‌های آموزشی بیشترین تاثیر را در بهبود رفتار ترافیکی دارد. همچنین نتایج نشان داد «آموزش استفاده صحیح و ایمن از وسایل نقلیه شخصی» در اولویت اول و «آموزش شیوه صحیح و ایمن استفاده از وسایل نقلیه عمومی» در اولویت آخر نیازهای آموزشی قرار دارد.

Identifying and Prioritizing the Educational Needs of Citizens for Promoting Traffic Culture (Case Study: Ilam city)

Background and objective: Education in the field of traffic and transportation is the most important principle among other principles (enforcement, traffic engineering and environmental conditions). Therefore, the first step in improving the performance and traffic behavior of citizens is to correctly and accurately identify educational needs. The purpose of this study is to identify and prioritize the educational needs of the citizens of Ilam in order to promote traffic culture.Methods: In terms of its objectives this study is of an applied research type and in terms of the general nature it is a mixed method type, which was conducted within the framework of qualitative and quantitative stages. In the qualitative stage, content analysis method was used for data analysis and in the quantitative stage, confirmatory factor analysis method was used. Semistructured interview was used as a research tool in the qualitative stage and by purposeful sampling method, 15 traffic police chiefs, managers of the Highways and Road Transport Organization of the country and Ilam province were selected as participants. Findings of the qualitative study stage were considered as the basis for designing the questionnaire as a data collection tool in quantitative phase. At this stage, 48 experts and officials related to traffic culture education were interviewed.Findings: Five indicators, including training in traffic rules and regulations, training in safe traffic, training in the correct and safe use of public vehicles, training in signs and equipment, training in the proper and safe use of personal vehicles were identified as the educational needs of citizens in line with Traffic culture promotion.Results: The results indicate that in all identified components, the content of educational programs has the greatest impact on improving traffic behavior. The results also showed that training in the correct and safe use of personal vehicles is in the first priority and training in the correct and safe use of public vehicles is in the last priority of training needs
