الگوی سیستم‌های نرم مدیریت به‌منظور پیشگیری از قاچاق کالا

زمینه و هدف: افزایش قاچاق در جامعه سبب آسیب‌های فراوانی به اقتصاد شده است. نیروی انتظامی از مهم‌ترین ارگان‌های جامعه است که در راستای حفظ امنیت و تعالی جامعه گام برمی‌دارد. با توجه به اهمیت پیشگیری از قاچاق، پژوهش حاضر به ارائه چارچوب مدیریت سیستم‌های نرم برای پیشگیری از قاچاق کالا پرداخته است.روش: پژوهش حاضر از حیث هدف، کاربردی و با رویکرد توصیفی تحلیلی است که با دریافت نظرات 15 نفر از خبرگان دانشگاهی و انتظامی با ابزار مصاحبه انجام شده و تحلیل یافته‌ها بر مبنای «روش‌شناسی سیستم‌های نرم» صورت‌گرفته است.یافته‌ها: پژوهش حاضر ضمن شناخت و معرفی مسئله قاچاق کالا به‌عنوان مسئله مهم موجود درون جامعه، با اتکا به روش‌شناسی موصوف، با تعیین تعاریف ریشه‌ای، تدوین مدل مفهومی، مقایسه دنیای واقعی با دنیای مفهومی و تعیین راهکارها به تدوین چارچوب مدیریت با رویکرد روش‌شناسی سیستم‌های نرم برای مقابله با مسائل موجود پرداخته است.نتیجه‌گیری: استفاده از روش‌شناسی سیستم‌های نرم موجب ارائه چارچوبی جامع در راستای مدیریت پیشگیری از قاچاق کالا در نیروی انتظامی گردید و بر اساس آن مفهومی نو از جهان‌بینی، مشتریان، فرآیندها، مالکان و محدودیت‌ها ارائه شد. این مدل شامل مولفه‌هایی در دنیای مفهومی و دنیای واقعی است. مولفه‌های دنیای مفهومی عبارت‌است از: شناسایی مبادی ورودی و خروجی قاچاق تدوین قوانین مستحکم و قوی تقویت تجهیزات ورودی نیروی انسانی متعهد تقویت فرهنگ و اعتقادات مردم و کارکنان شناسایی جاذبه‌های مالی عدالت اقتصادی مدیریت نرم کنترل قاچاق. این مولفه‌ها در دنیای واقعی نیز بررسی و با یک پایش و ارزیابی و مقایسه، مدل نهایی ارائه شد.

A Model of Soft Management Systems to Prevent Smuggling of Goods

Background and objective: The increase in smuggling in society has caused a lot of damage to the economy. The police force is one of the most important organs of society that takes steps to maintain the security and excellence of society. Given the importance of preventing smuggling, the present study provides a framework for managing soft systems to prevent smuggling in goods.Methods: In terms of its objectives the present study is of an applied research type and with a descriptiveanalytical approach. After receiving the opinions of 15 academic and law enforcement experts, interviews were conducted and the findings were analyzed based on the &Soft Systems Methodology&.Findings: The present study, while recognizing and introducing the problem of smuggling as an important issue within the society, relying on the methodology, determining the root definitions, developing a conceptual model, comparing the real world with the conceptual world and determining solutions has made an attempt to formulate a management framework with a soft systems methodology approach for dealing with existing issues.Results: The use of soft systems methodology provided a comprehensive framework for managing the prevention of smuggling of goods in the police force, based on which a new concept of worldview, customers, processes, owners and constraints was presented. This model includes components in the conceptual world and the real world. The components of the conceptual world are identifying the entry and exit points of smuggling, formulating strong laws, strengthening input equipment, committed manpower, strengthening the culture and beliefs of people and employees, identifying financial attractions, economic justice, soft management, and controlling smuggling. These components were also examined in the real world and the final model was presented with a monitoring, evaluation and comparison.
