تاثیر قاچاق موادمخدر بر امنیت اجتماعی شهروندان با نقش میانجی سیاست گذاری عمومی

هدف: پژوهش حاضر با هدفبررسی تاثیر قاچاق موادمخدر بر امنیت اجتماعی شهروندان با نقش میانجی سیاست‌گذاری عمومی انجام شد.روش: پژوهش حاضر از نظر هدف کاربردی است و از نظر شیوۀ گردآوری و تحلیل اطلاعات از نوع کمی _ پیمایشی است. جامعه آماری این تحقیق 65 نفر از مسئولان نیروی انتظامی بیرجند است. ابزار تحقیق، پرسشنامه است که اعتبار آن با روش محتوایی و صوری تایید شد و پایایی آن با استفاده از ضریب آلفای کرونباخ 0.87 به دست آمد. در این پژوهش داده‌ها با روش حداقل مربعات جزئیو با استفاده از نرم‌افزار smart pls تحلیل شد.یافته‌ها: یافته‌های تحقیق نشان داد که قاچاق موادمخدر بر امنیت اجتماعی شهروندان با توجه به سیاست‌گذاری عمومی تاثیرگذار است. سیاست‌گذاری عمومی با تاکید بر این محورها می‌تواند در تعدیل و کاهش قاچاق تاثیرگذار باشد. الف) کاهش تقاضا؛ ب) ایجاد رابطه‌ای منطقی بین اهداف و امکانات؛ ج) توجه به سیاست‌های پیشگیرانه و درمان محور؛ د) ارتباط هماهنگ بین نیروهای انتظامی و قوه قضائیه و تسریع پرونده‌های قضایی مرتبط؛ و) سیاست جامع برای کنترل مرزها؛ ه) ارتباط تنگاتنگ بین سیاست‌گذاران و نهادهای آموزشی و سازمان‌های مردم‌نهاد می‌تواند به گسترش امنیت اجتماعی کمک کند.نتیجه‌گیری: جمع‌بندی صورت گرفته از تحلیل آماری نشان داد که قاچاق موادمخدر امنیت اجتماعی شهروندان را به خطر می‌اندازد، در این میان سیاست‌گذاری عمومی برای مبارزه با موادمخدر نوعی تعدیل‌کننده است در پدیده قاچاق موادمخدر تصمیم‌گیری دقیق و نحوه عمل دولت و سیاست‌های دولت تعدیل‌کننده اثرات آسیب‌زا قاچاق موادمخدر در سطح اجتماع خواهد بود. سیاست‌های مبارزه با قاچاق موادمخدر تاثیر زیادی بر حل معضلات امنیت اجتماعی دارد. بنابراین اگر مشکلی به شکل قابل قبولی حل‌نشده است، باید در نوع سیاست‌های اجرا شده؛ تجدیدنظر کرد. ارزیابی دقیق عمل کرد سیاست‌های اجرا شده در مبارزه با قاچاق موادمخدر می‌تواند کمی و کاستی‌های را مشخص نماید، شناسایی آن‌ها گامی مهم در تدوین سیاست‌های جدید خواهد بود.

The Impact of Drug Trafficking on Citizens’ Social Security with the Mediating Role of Public Policy Making

Background and objectives: The aim of this study was to investigate the effect of drug trafficking on social security of citizens with the mediating role of public policymaking.Methodology: In terms of its objectives the present study is of an applied research type and in terms of data collection procedure and analysis it is considered as a quantitativesurvey study. The statistical population of this research is 65 officials of Birjand police force. The research tool is a questionnaire whose validity was confirmed by content and face validity method and its reliability was obtained using Cronbach’s alpha coefficient (0.87). In this study, the data were analyzed using the partial least squares method using Smart PLS software.Findings: Findings showed that drug trafficking affects the social security of citizens according to public policymaking. Public policymaking by emphasizing these axes can be effective in reducing and decreasing trafficking. A) Decreasing in demand; B) creating a logical relationship between goals and possibilities; C) paying attention to preventive and treatmentoriented policies; D) coordinated communication between law enforcement and the judiciary and expedite related judicial cases; F) comprehensive policy for border control; E) close communication between policymakers and educational institutions and nongovernmental organizations can help promote social security.Results: The summary of the statistical analysis showed that drug trafficking endangers the social security of citizens. Among these, public policymaking to combat drugs is a moderator. In the phenomenon of drug trafficking, careful decisionmaking and how the government acts and government policies will moderate the harmful effects of drug trafficking at the community level. Antidrug policies have a great impact on solving social security problems. Therefore, if a problem is not reasonably resolved, the type of implemented policies should be reconsidered. Careful evaluation of the implementation of policies implemented in the fight against drug trafficking can identify the shortcomings. Identifying those shortcomings will be an important step in the formulation of new policies.
