شناسایی مولفه های کلیدی و پیشران های تامین امنیت رویدادهای ورزشی جمهوری اسلامی ایران

زمینه و هدف: تمهیدات و فرایند های امنیتی در اماکن اجتماعی، ورزشی به خصوص ورزشگاه ها، جایگاه ویژه ای در تامین امنیت رویدادهای ورزشی دارد.هدف از این پژوهش شناسایی مولفه‌های کلیدی و پیشران‌های رویدادهای ورزشی در کشور ایران است.روش شناسی: ماهیت این تحقیق توصیفی-تحیلی و روش آن کیفی-کمی است. برای گردآوری داده ها از از روش کیفی استفاده شده و سپس به کمک پرسشنامه ها و نرم افزار میک مک به داده های کمی تبدیل شده اند. گردآوری داده ها در این پژوهش حاصل فرایندی منسجم و به هم پیوسته با مصاحبه خبرگان، پنل خبرگان، پیمایش محیطی و تحلیل اثر متقابل با نرم افزار مذکور می باشد. یافته های پژوهش: بر اساس نتایج پژوهش، هفت عامل کلیدی که نیروهای پیشران نامیده می شوند :مدیریت انتظامی امنیتی رویدادهای ورزشی، مدیریت عوامل انسانی و آمادگی عوامل اجرایی رویدادها، زیرساخت ها و استانداردهای امنیتی، فناوری های نوین امنیتی،نظارت و تدوین مقررات رویدادهای ورزشی، هماهنگی و ارتباطات سازمانهای مسئول، تشکیل مرکز فرماندهی و کنترل عملیات و تعیین افسران امنیتی باشگاه ها .نتایج: پیشران مدیریت انتظامی امنیتی رویدادهای ورزشی به عنوان مهمترین پیشران های کلیدی تامین امنیت رویدادهای ورزشی میباشند. که جهت تامین امنیت رویدادهای ورزشی، با توجه به تاثیرگذاری بعد مدیریتی بر سایر ابعاد، تخصص‌گرایی در مدیریت، نظارت و یکپارچگی ستاد فرماندهی از مهمترین اقدامات است و نقشه اثرگذاری و اثرپذیری مولفه های کلیدی میان آنها با بهره گیری از نرم افزار میک مک تحلیل و بازشکافی شده است.

Identification Of Key Components And Drivers Of Security Events In The Islamic Republic Of Iran

Abstract Background and object: Security arrangements and processes in social and sports places, especially stadiums, have a special place in ensuring the security of sports events. The purpose of this study is to identify the key components and drivers of sporting events in Iran. Methodology: The nature of this research is descriptiveanalytical and its method is qualitativequantitative. The qualitative method was used to collect data and then converted into quantitative data with the help of questionnaires and Mick Mac software. Data collection in this study is the result of a coherent and interconnected process with interviewing experts, a panel of experts, environmental surveys, and interaction analysis with the software. Research Findings: Based on the research results, seven key factors called propulsion forces: security disciplinary management of sporting events, human resource management, and preparedness of executive agents of events, infrastructure and security standards, new security technologies, monitoring, and regulation of events Sports, coordination and communication of responsible organizations, establishing a command and control center for operations and appointing club security officers. Results: The drivers of sporting disciplinary management of sports events are the most important key drivers of providing security for sports events. To ensure the security of sporting events, due to the impact of the management dimension on other dimensions, professionalism in management, monitoring, and integration of the headquarters are one of the most important measures and the map of effectiveness and the effectiveness of key components among them using Mick, Mac software Has been analyzed and reexamined.
