چالش‌های اجرای موسسه‌های خدمات حفاظتی و مراقبتی استان مازندران در پیشگیری از جرم

زمینه وهدف: موسسه‌های خدمات حفاظتی ومراقبتی باهدف مشارکت شهروندان در استقرار امنیت، ایجاد شدند که برای اجرای اهداف خود با چالشها وموانعی مواجه هستند. بنابراین پرسش اصلی پژوهش حاضر این است که«چالشهای اجرایی موسسه‌های خدمات حفاظتی و مراقبتی در پیشگیری از جرم کدامند؟» روش: پژوهش حاضر از نظر هدف کاربردی است که به صورت آمیخته انجام شد. روش پژوهش در بخش کیفی، تحلیل مضمون و در بخش کمی پیمایشی و به روش دلفی انجام شد. در بخش کیفی با استفاده از مصاحبه‌ نیمه‌ساختار یافته و در بخش کمی با استفاده از پرسشنامه دلفی داده‌ها جمع‌آوری شد. جامعه مشارکت کنندگان بخش کیفی شامل نخبگان انتظامی، در رسته‌های اطلاعات و پلیس پیشگیری بودند که به‌صورت هدفمند تعداد 16نفر انتخاب شدند. در بخش کمی پژوهش نمونه‌ها تمام‌شمار انتخاب شدند. شیوه تحلیل داده‌ها در بخش کیفی روش تحلیل محتوا از نوع تحلیل مضمون و در بخش کمی، از آمارهای توصیفی شامل فراوانی، درصد و میانگین و برای تعیین میزان اتفاق ‌نظر اعضای گروه دلفی از ضریب هماهنگی توافقی کندال استفاده ‌شد.یافته‌ها: در بخش کیفی 43 چالش موسسه‌های خدمات حفاظتی و مراقبتی در پیشگیری از جرم در قالب 17 مجموعه احصاء شد و در بخش کمی پس از اجرای چهارمرحله پرسشنامه دلفی و دستیابی به ضریب توافقی کندال به میزان 0.790، چالش‌ها اولویت‌‌بندی شدند.نتیجه‌گیری: «ضعف در قوانین و مقررات» و «ضعف در فرهنگ سازی» از چالشهای اصلی استقرار عوامل نگهبان محله است که درصورت توجه مسئولان به آنها، امکان بهره‌گیری بیشتر از ظرفیت این موسسه‌ها در راستای اهداف آنها را میسر می‌کند.

The Executive Challenges of Protective and Care Services Institutions in Mazandaran Province in Crime Prevention

Background and objectives: Institutions of protection and care services were established with the aim of involving citizens in the establishment of security, which face challenges and obstacles in carrying out their goals; therefore, the main question of the present study is What are the executive challenges of protection and care institutions in crime prevention? Methodology: In terms of its objectives the present research is of an applied research type, which has been conducted in a mixed method. The research method in the qualitative phase is content analysis and in the quantitative phase is survey and Delphi method. In the qualitative phase, the data were collected using a semistructured interview and in the quantitative phase using the Delphi questionnaire. The statistical population in qualitative phase consisted of law enforcement elites in the intelligence and preventive police sectors. 16 individuals were selected using purposive sampling method. In the quantitative phase of the study, all samples were selected. Data analysis method in the qualitative phase was content analysis method theme analysis and in the quantitative phase it was descriptive statistics, including frequency, percentage and mean score, and to determine the degree of consensus of Delphi group members, Kendall agreement was employed. Findings: In the qualitative phase, 43 challenges of protection and care services institutions in crime prevention were counted in the form of 17 sets. In the quantitative phase, after performing the four stages of the Delphi questionnaire and achieving the Kendall agreement coefficient of 0.790, the challenges were prioritized. Results: Weaknesses in laws and regulations and weaknesses in culturemaking are among the main challenges in establishing neighborhood guards, which, if the officials pay attention to them, will make it possible to use more of the capacity of these institutions in line with their goals.
