بررسی تطبیقی شرایط انتخاب ‌کنندگان و انتخاب‌ شوندگان در نظام انتخاباتی شوراهای محلی افغانستان و ایران

انتخابات مهم‌ترین راه مشارکت شهروندان در اداره امور کشور است؛ اما برای بهره‌مندی از این حق ایجاب می‌کند که اعم از رای‌دهنده و رای‌گیرنده باید دارای یک سلسله شرایط باشند. مشارکت در انتخابات شوراهای محلی (اعم از انتخاب‌کننده و انتخاب‌شونده) نیز متضمن چنین شرایط است. این پژوهش به منظور مطالعه تطبیقی و دریافت وجوه اشتراک و افتراق و تشخیص محاسن و معایب شرایط انتخاب‌کنندگان و انتخاب‌شوندگان در نظام انتخاباتی شوراهای محلی افغانستان و ایران انجام یافت و به دلیل اینکه تاکنون تحقیق مستقلی در این زمینه صورت نگرفته است، دارای اهمیت می‌باشد. در این مقاله به این پرسش پاسخ داده شده است که شرایط انتخاب‌کنندگان و انتخاب‌شوندگان در نظام انتخاباتی شوراهای محلی جمهوری اسلامی افغانستان (1382- 1400) و جمهوری اسلامی ایران چگونه است؟ با استفاده از روش تحقیق توصیفی- تحلیلی و روش گردآوری اطلاعات به شیوه کتابخانه‌ای به این نتیجه دست یافتیم که در این دو نظام وجوه اشتراک و افتراق نستباً زیادی وجود داشته و هردو دارای مزایا و کاستی‌هایی بوده است. شرایط عینی پیش‌بینی شده در این دو نظام انتخاباتی اکثراً باهم شباهت داشته ولی شرایط انتزاعی بیشتر مختص نظام انتخاباتی ایران بوده است.

a comparative study of the conditions of electors and electees in electoral system of the local councils of afghanistan and iran

elections are the most significant way for citizens to engage in the administration of the nation’s affairs, but in order to benefit from this right , both voters and those who receive votes must meet a number of requirements. participation in local council elections (both elector and electee) also implies such conditions. this study was conducted to compare the electoral systems of the local councils in afghanistan and iran. identify their similarities and differences. and determine the advantages and disadvantages of each system. it is important because no independent research has been done in this field so far. in this article, the question has been answered that what are the conditions of the electors and the electee in the electoral system of the local councils of the islamic republic of afghanistan (1382-1400) and the islamic republic of iran? by using the descriptive analytical research method and the method of collecting information in a library style, we came to the conclusion that there are many commonalities and differences in these two systems, and both have positive and negative aspects. although there are some similarities between the predicted objective requirements in these two voting systems, iran’s electin system’s abstract criteria are more distinctive.
