شفافیت تامین منابع مالی احزاب سیاسی در ایران

در حالی‌که تامین مالی فعالیت‌های سیاسی مولفۀ ضروری احزاب سیاسی برای ایفای نقش خود در روند دموکراتیک می‌باشد، شفافیت و صراحت در تامین بودجه احزاب سیاسی سنگ بنای یک دموکراسی کارآمد است. عدم افشای منابع تامین فعالیت سیاسی احزاب، فساد را تسهیل می‌کند و باعث ایجاد بده و بستان بین اعانه‌دهندگان و سیاستمداران می‌شود. در کشورهایی که احزاب و یا رهبران سیاسی تا حد زیادی بر تامین مالی از سوی تعداد محدودی از اعانهدهندگان متکی هستند، این وضعیت بر تصمیمات سیاسی آنها تاثیر می‌گذارد. رقابت انتخاباتی منصفانه زمانی تحلیل می‌رود که یکی حزب دسترسی گسترده‌ای به منابع مالی برای تامین هزینه‌های فعالیت‌های سیاسی خود داشته باشد. بنابراین اهمیت شفافیت تامین مالی احزب از این جهت است که احزاب منبع ورود پول به سیاست محسوب می گردند، بنابراین سلامت دمکراسی وابسته به شفافیت تامین مالی احزاب سیاسی است. بنابراین این پرسش مطرح میگردد که تا چه اندازه هزینه‌های احزاب سیاسی در ایران شفاف است؟ در این تحقیق به روش توصیفیتحلیلی به بررسی این پرسش در خصوص تامین مالی فعالیت‌های سیاسی احزاب و همچنین هزینه‌های انتخاباتی آنها خواهیم پرداخت.

Transparency in political financing of parties in Iran

While political funding is a necessary component for political parties to play their role in the democratic process, transparency and openness in financing of political parties is the cornerstone of a wellfunctioning democracy. Absence of disclosure of sources of party funds facilitates corruption and gives rise to quid pro quo between big donors and politicians. Countries where parties or political leadership are overly reliant on funding from a chosen few donors, policy decisions are coopted. The equitable playing field gets eroded when one party has indomitable access to excess campaign finance. Therefore, the transparency of political finance is important because parties are the source of money entering politics, so the integrity of democracy depends on the transparency of political finance of party. So the question is, how transparent are the expenses of political parties in Iran? In this descriptiveanalytical study, we will examine this question regarding the financing of political activities of parties as well as their electoral campaign.
