تقویت روابط کشورهای اسلامی با دیپلماسی کاهش مخاطرات و پیش‌بینی آینده

مخاطرات با چنان شدتی حادث می‌شوند که تلفات و خسارات فراوانی را به همراه دارند و گستردگی اثرات ناشی از آنها ورای توانایی و ظرفیت دولت متاثر از مخاطرات است در چنین مواقعی قربانیان نیازمند کمک‌های بشردوستانه می‌باشند که حقوق بین‌الملل یک سری توصیه‌هایی به کشورها نموده است و حقوق بشردوستانه و چارچوبهای تصویب شده در این رابطه، تلاش برای کاهش مخاطرات را الزام آور کرده است. در اسلام، جایگاه آرامش، امنیت، تعاون و خدمت هم نوع از جایگاه بالایی برخوردار است لذا با توجه به مبانی نظری اسلام برای نوع‌دوستی و کمک به دیگران و مکمل آن ظرفیت عظیم منابع خدا دادی در کشورهای اسلامی به یقین این الزام برای جهان اسلام را مضاعف می‌نماید. با توجه به برخی تجربیات ناموفق گذشته جهان اسلام در تشکیل سازمانهای مشترک، در این نوشتار پیشنهاد می‌شود طی یک نشست مشترک بین چند کشور اسلامی با به کارگیری دیپلماسی کاهش مخاطرات یک سازمان بین المللی اسلامی (علمی و عملیاتی) به منظور الزام دولتهای اسلامی عضو در جهت همکاری برای کاهش مخاطرات در چارچوب حقوق و روابط بین‌الملل، تاسیس شود تا اندکی از خلا‌های موجود را پر نماید و این سازمان برخلاف هدف برخی ائتلاف های مشترک گذشته کشورهای اسلامی که بر اساس تامین منافع این کشورها شکل گرفته بود، فقط برای خدمت‌رسانی به همه بشریت به صورت عام المنفعه شکل بگیرد تا علاوه بر تقویت روابط بین کشورهای اسلامی، بتوان چهره رحمانی اسلام را در جهان به نمایش گذاشت.
