تحلیل نظام اداری ایران در آثار ادبی و تاریخی عصر قاجار براساس مدل سالا ریگز

پژوهش حاضر از نوع پژوهش بینارشته ای ( ادبیات، تاریخ و جامعه شناسی) است. پرسش این نوشتار این است که براساس داده های منتج از منابع ادبی (سیاحتنامه ابراهیم بیگ، کتاب احمد و تمثیلات آخوندزاده) و تاریخی (حقایق الاخبار ناصری و شرح زندگانی من) عصر قاجار، نظام اداری این دوره تا چه حد تناسبی با مولفه های مدل سالا ریگز دارد؟ روش تحقیق، روش توصیفیتحلیلی منابع ادبی و تاریخی در زمینه ساختار نظام اداری عصر قاجار و تکنیک جمع آوری داده ها فیش برداری از متون است. بررسی اجمالی منابع ادبی و تاریخی این عصر نشان می دهد که با توجه به تاخیر در شکل گیری دولت ملی در ایران و در نتیجه تاخیر در توسعه نظام اداری به مثابه ابزار و ماشین اداری دولت، مولفه های مدرن مدل سالا ریگز حضور تاریخی لازم را در نظام اداری ایران عصر قاجار ندارد بلکه با تلفیقی از حضور مولفه های سنتی و مدرن ضمن غلبه مولفه های سنتی مواجه هستیم. نتیجه نهایی اینکه، با مرور آثار ادبی و تاریخی عصر قاجار می توان گفت که وضعیت نظام اداری در ایران بویژه در دوره قاجار با توجه به پیشینه فرهنگی، اجتماعی و تاریخی جامعه ایران و حضور دو قدرت خارجی روس و انگلیس که مداخله گران موثری در نظام ترتیبات حکومتی و اداری ایران بودند انطباق بیشتری با مولفه های آسیب شناسانه مدل سالا ریگز دارد.

Analysis of the Iranian administrative system in literary and historical works of the Qajar era Based on Sala Riggs model

The present study is an interdisciplinary study of literature, history and sociology and its purpose is to study the administrative structure of the Qajar era based on the Sala Riggs model among the literary and historical sources of this period. The question of this article, which is based on a descriptiveanalytical method; That is, what is the administrative system of this period based on the data derived from literary sources (Ibrahim Bey’s travelogue, Ahmad’s book and Akhundzadeh allegories) and historical (Nasserite news facts and my biography) of the Qajar era, considering the components of Sala Riggs model? An overview of literary and historical sources of this era shows that due to the delay in the formation of the national government in Iran and as a result of the delay in the development of the administrative system as a tool and administrative machine of the government, modern components of the Salariges model have the necessary historical presence No, but we are faced with a combination of the presence of traditional and modern components, while dominating the traditional components. The final result is that, by reviewing the literary and historical works of the Qajar era, we can say that the situation of the administrative system in Iran, especially in the Qajar period, considering the cultural, social and historical background of Iranian society and the presence of two Russian and British foreign powers. And were administrative in Iran; It is more in line with the pathological components of the Sala Riggs model.
