اصول فهم و حل مساله در سیاستگذاری عمومی با تاکید بر نهج البلاغه

در دانش سیاستگذاری مساله عبارت است از یک موضوع مشکوک یا دشوار که فهم یا انجام یا مقابله با آن دشوار است و نیاز به راه‌حل دارد و حل مساله به‌معنای توانایی تجزیه ‌و تحلیل منطقی و عقلانی مساله، شناسایی چالش‌ها و ارائه راه‌حل‌های موثر است؛ راه‌حل‌هایی که به سیاستگذار کمک می‌کند تا از پیچیدگی‌های فرایند سیاست گذاری و تصمیم سازی عبور نموده و تصمیمات آگاهانه بگیرد و نیز بتواند به‌طور فعال مسائل و مشکلات احتمالی آینده را پیش‌بینی و برای پیشگیری یا کاهش اثرات آن اقدام نماید. هدف پژوهش حاضر تبیین اصول حاکم بر فهم و حل مساله در سیاستگذاری عمومی با تاکید بر منظومه فکری و اندیشه ای امیرالمومنین علی(ع) در نهج البلاغه است. روش پژوهش توصیفی تحلیلی بوده و نتایج نشان می دهد که با توجه به اصول و آموزه های مستخرج از کتاب شریف نهج البلاغه، فهم و حل مساله در فرایند سیاستگذاری عمومی بیش از هر چیزی نیازمند توجه به اصولی همچون اصل پرهیز از ساده نگری، پرهیز از نگاه صفر و یکی؛ پیچیده بودن مسائل اجتماعی؛تدریج؛ اقناع افکار عمومی، پرهیز از آمریت؛ پیگیری آرمانها در عین دیدن واقعیت ها، روشن شدن تمام زوایای مساله، غلبه بر هیجانات و پرهیز از لجاجت می باشد.
