مطالعه تطبیقی موقعیت دولت و شهروندان در عصر جهانی شدن در کشورهای آلمان و فرانسه

در گذر تاریخ شهروندی شاخص ها و مولفه های متعددی را به خود گرفته است. اضافه شدن مولفه هایی چون شفافیت پاسخ گویی مسئولیت پذیری و مشارکت جویی در حکمرانی خوب شهروندی را نیز متعاقباً با این مسائل مواجه و روبه رو ساخته است. هدف از پژوهش حاضر مطالعه تطبیقی موقعیت دولت و شهروندان در عصر جهانی شدن در کشورهای آلمان و فرانسه می باشد یکی از مهمترین تاثیرات فکری از دهه 1970 میلادی به بعد، تاثیر جهانی شدن بر مدل شهروندی و شکل گیری مفهوم تازه ای بنام شهروند جهانی است. به گونه ای که اکنون مباحث بسیاری در خصوص شهروندی جهانی و پیروی از استانداردهای جهانی در این مدل از شهروندی وجود دارد. سوالی که در اینجا مطرح است این که «شهروندان آلمان و فرانسه نسبت به شهروندی جهانی چه نگرشی دارند؟ برای پاسخ به این سوال ابتدا شاخصها و استانداردهای شهروندی جهانی بررسی شده و بعد از آن با استفاده از روشهای کمی جامعه آماری مورد مطالعه قرار گرفته است. موضوعی که روشن است اینکه شبکه های اجتماعی انقلاب ارتباطات فناوری اطلاعات و به طور کلی عصر ارتباطات، نتوانسته شهروندان جهانی را در نقاط مختلف به یک اندازه جامعه پذیر کند که این موضوع نیز به دلایل متعددی بر می گردد. پژوهش حاضر به لحاظ هدف کاربردی و به لحاظ ،روش توصیفی- تحلیلی و به لحاظ نحوه گردآوری داده ها از نوع پیمایش میدانی است.

globalization is an inevitable process that means internationalization and eliminating geographical boundaries. the thinkers of different countries talk about the world in a different way, there is not much consensus about it. today, globalization is the most obvious trend in the convergence of countries, the most important aspect of which is the economic aspect. on the other hand, currently citizenship rights are one of the important legal topics both at the domestic and international level, in the meantime, the french and german constitutions pay attention to citizenship rights and the difference of ethnicity.does not include race and language in enjoying this right. in this article, the attempt is to describe and analyze globalization and its effects on citizenship rights, while defining comprehensively and completely the concept of globalization, the challenges of globalization as well as the positive consequences. and its negative aspects should be examined in relation to citizenship rights. in the following, the effects of globalization on citizenship rights and ways to promote citizenship rights in the age of globalization are described and explained. the research hypothesis is that the available evidence indicates a positive effect of globalization on citizenship rights
