حقوق شهروندی و ارتقای حکمرانی مطلوب شهری

این پژوهش با طرح این سوال که حقوق شهروندی چه تاثیری بر ارتقای حکمرانی مطلوب شهری دارد به این نتیجه رسیده است که حقوق شهروندی از مباحث مهم هر نظام و از نیازهای امروز هر جامعه ای است و الگوی حکمرانی مطلوب می تواند نظریه ای نوین در پاسخگویی به تامین و تضمین حقوق اقتصادی، اجتماعی، فرهنگی و مطالبات جمعی واقع شود. نظریه حکمرانی خوب که با ویژگی هایی مانند مشارکت، شفافیت، پاسخگویی، اثربخشی، کارآیی و حاکمیت قانون، الگویی برای توسعه پایدار انسانی با ساز و کار تعامل عملی می باشد. اهمیت این مقاله از آنجاست که امروزه به دلیل گسترش بی رویه شهرنشینی و توسعه فیزیکی شهرها، کشورهای در حال توسعه با مشکلاتی از قبیل آلودگی زیست محیطی، عرضه نامناسب مسکن، کمبود اشتغال، فقر شهری و نابرابری های اجتماعی، اقتصادی و ... روبه رو هستند. مدیریت شهری در ایران به دلیل تمرکزگرایی، مدیریت بخشی و برنامه های شهری برون گرا، از روش های مدیریتی مشارکتی و حکمرانی خوب شهری فاصله گرفته و جای خالی شهروندان فعال در اداره شهرهای ایران احساس می شود. مفهوم حکمرانی خوب شهری به تعامل بخش دولتی و خصوصی و شهروندان در اداره امور شهری در یک جریان افقی تاکید دارد و به نوعی ضعف ساختارهای مدیریتی سنتی و دولت مدار را نشان می دهد. هدف از انجام این مقاله تحلیل ارتباط بین حقوق شهروندی و تحقق شاخص های حکمرانی خوب شهری برای دستیابی به شهر پایدار می باشد.

The concept of good urban governance emphasizes the interaction of the public and private sectors and the citizens in managing the urban affairs in a horizontal way and illustrates some of the weaknesses of traditional governance structures and of the state. The purpose of this paper is to analyze the relationship between citizenship rights and the realization of indicators of good urban governance to achieve a sustainable city.
